Recently, the General Office of the CPC Central Committee and the General Office of the State Council issued the "Measures for Safety Assessment and Inspection" (hereinafter referred to as the "Measures"), further improving the safety assessment and inspection mechanism and standardizing the safety assessment and inspection work.

The Measures clearly state that in order to strictly implement the responsibility system for production safety, the Party Central Committee and the State Council conduct safety safety assessment inspections on the party committees and people's governments of provinces, autonomous regions, municipalities directly under the Central Government, the Party Committee and Corps of the Xinjiang Production and Construction Corps (hereinafter collectively referred to as provincial party committees and governments), and the State Council Safety Committee (hereinafter referred to as the State Council Safety Committee).

The Measures stipulate that safety production assessment and inspection adhere to the leadership of the Party, adhere to the leadership of the Party in accordance with laws and regulations, seeking truth from facts, objective and fairness, and pay attention to effectiveness, and promote local party committees and governments and member units of the State Council’s Safety Committee to implement the responsibility of “party and government share responsibility, one post, two responsibilities, joint management, and accountability for dereliction of duty” and “management of industry must manage safety, business must manage safety, and production and operation must manage safety”, urge production and operation units to implement the main responsibilities of production safety, promote the transformation of production safety governance model to pre-prevention, and effectively prevent and curb production safety accidents.

The Measures stipulate that safety production assessment and inspection shall be organized by the State Council Safety Committee, and the State Council Safety Committee Office shall be responsible for implementation and undertake daily work. According to the annual safety production assessment and inspection arrangements, a central safety production assessment and inspection team shall be established to carry out relevant work. Focus on checking the work situation of various regions and relevant departments in coordinating development and safety, implementing production safety responsibilities, progress of key work, investigation and rectification of risks and hidden dangers, strengthening governance according to law, publicity, education and training, basic guarantees, and accident investigation and handling. The assessment and inspection are mainly carried out through work methods such as inquiries, acceptance of letters and visits, open and secret investigations, review of key information, interviews and consultations, and expert guidance services. The safety assessment and inspection of provincial party committees and governments can extend the random inspection and verification of municipal party committees and governments.

The Measures emphasize that the safety production assessment and inspection should strictly enforce political discipline and political rules, and strictly implement the decisions and arrangements of the Party Central Committee on rectifying formalism to reduce the burden on grassroots units. All provincial party committees and governments should, depending on the severity of the circumstances, supervise typical cases reported by the safety production assessment and inspection notices and major accident hazards, investigate and deal with the law, hold accountable, and publicly expose them, and supervise the rectification of problems and hidden dangers. Member units of the State Council Safety Committee should study and formulate policies and measures to improve and strengthen safety production work. The Office of the State Council Safety Committee supervises the implementation of assessment, inspection and rectification, and, in conjunction with relevant member units of the State Council Safety Committee, organizes random inspections and verifications of provincial party committees and governments.
