Xinhua News Agency, Beijing, April 29 (Reporters Wei Yukun and Zhang Xiaojie) The National Development and Reform Commission, together with the Ministry of Commerce and the State Administration for Market Regulation, issued the "Notice on Carrying out the Cleaning and Rectification Actions for Market Access Barriers and Promoting the Construction of a National Unified Market" on the 29th, further vigorously breaking down market access barriers, comprehensively clearing and rectifying all kinds of unreasonable regulations and practices for illegally setting up market access barriers, establishing and improving long-term mechanisms such as clue collection, verification and rectification, and case reporting, so that "no bans or entry" can take root and create a fair market access environment.

The focus of this cleanup and rectification is to establish and implement various provisions and documents that violate the requirements of the market access system in the form of local laws and regulations, rules, administrative normative documents, and other policy documents, as well as various practices and situations in which governments at all levels illegally set up market access barriers.

A relevant person in charge of the National Development and Reform Commission said that the main steps of this cleanup and rectification include: First, comprehensively clean up all types of regulations and documents involving market access, and correct all cases of illegal addition of access matters or conditions, illegal expansion of access scope, etc.; all market access regulations that have no superior legal basis and no corresponding legal procedures must be abolished.

The second is to carry out clue collection, and comprehensively collect problem clues obtained through government departments through self-inspection and public solicitation.

The third is to conduct case verification and rectification. The development and reform departments of each province, together with the commerce and market supervision departments, summarize the clues of problem collected by various channels, and promote local governments at all levels in their jurisdiction to verify and rectify within a time limit.

Fourth, the public notification of typical cases. After the National Development and Reform Commission reviews the verification and rectification of problem clues according to procedures, it selects typical cases for public notification and public disclosure to the public, and is included in the national urban credit monitoring scope at the same time.

This cleanup and rectification campaign invites Xinhua News Agency to participate in publicity and public opinion supervision throughout the process, jointly establish a working mechanism for sharing clues, case investigation, typical reporting, and experience promotion, to help implement the negative list and further accelerate the construction of a unified national market.

According to reports, in recent years, the National Development and Reform Commission and other relevant departments have actively broken down various forms of market access barriers, and have publicly reported to the public a total of 7 periods of 115 typical cases that violate the negative list of market access, breaking down a number of market access barriers that are concerned by grassroots governments, business entities, and the people's concerns, and effectively protecting the market access rights of business entities.
