The Political Bureau of the CPC Central Committee held a meeting on January 20 to review the "Comprehensive Report on the Work Report of the Party Group of the National People's Congress, the State Council, the National Committee of the Chinese People's Political Bureau, the Supreme People's Procuratorate and the Work Report of the Party Group of the Central Secretariat" and "Opinions on Comprehensive Promoting Ecological Protection and High-Quality Development in the Yellow River Basin". The meeting fully affirmed the work of the Standing Committee of the National People's Congress, the State Council, the National Committee of the Chinese People's Political Consultative Conference, the Supreme People's Court, the Party Group of the Supreme People's Procuratorate and the Central Secretariat in 2024, and agreed to their work arrangements for 2025. The meeting believes that in the past year, the five party groups have adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly safeguarded the authority and centralized and unified leadership of the Party Central Committee, strengthened their mission and responsibilities, performed their duties solidly, strengthened the party group's own construction, conscientiously fulfilled the main responsibility of comprehensively governing the party with strict discipline, and made new contributions to the great cause of comprehensively promoting the construction of a strong country and national rejuvenation with Chinese-style modernization. Under the leadership of the Political Bureau of the Central Committee and the Standing Committee of the Political Bureau of the Central Committee, the Secretariat of the Central Committee performed its duties and took active actions. It has done a lot of work in promoting the implementation of relevant decisions and deployments of the Party Central Committee, strengthening the construction of party regulations, guiding the construction and reform of mass organizations, and rectifying formalism to reduce the burden on grassroots units. The meeting emphasized that in the new year, the five party groups should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the highest political principle of centralized and unified leadership of the Party Central Committee, and ensure unified thoughts, consistent directions, and obey orders. We must establish and practice the correct view of political achievements, adhere to the principle of doing things first, strive for progress, do things well, work together to promote reform and strengthen high-quality development, and demonstrate new responsibilities and new actions on the new journey of comprehensively promoting Chinese-style modernization. The Secretariat of the Central Committee should base itself on its own responsibilities, enhance its political capabilities, implement key tasks, strictly strengthen its own construction, and complete all tasks assigned by the Party Central Committee with high quality.

The meeting pointed out that ecological protection and high-quality development in the Yellow River Basin are major plans that concern the great rejuvenation and sustainable development of the Chinese nation. We must deeply understand the strategic intentions of the Party Central Committee, firmly grasp the strategic requirements of focusing on protection and governance, and take further comprehensive deepening of reform as the driving force to promote the full implementation of the Yellow River Protection Law, respect natural laws, focus on handling the relationship between water and population, food, and energy, and promote the comprehensive green transformation of the development model.

The meeting emphasized that it is necessary to continuously improve the coordinated pattern of ecological protection and coordination in the Yellow River Basin, systematically improve the upstream water source conservation capacity, strengthen soil and water conservation in the middle reaches, and promote downstream wetland protection and ecological governance. Water resources should be regarded as the greatest rigid constraint and tap into the potential for water conservation. We must not relax and ensure the long-term safety of the Yellow River and ensure the safety of important embankments and reservoirs and infrastructure. We must comprehensively deepen reform and expand opening up, strengthen the docking with regional strategies such as the development of the western region and the rise of the central region, and continuously achieve new results in high-quality development. We must protect, inherit and carry forward the Yellow River culture, strengthen the overall and systematic protection of cultural heritage, inherit the historical context and national roots, and promote the integrated development of culture and tourism. The Central Regional Coordinated Development Leading Group should strengthen overall coordination and supervision and guidance, relevant central departments should increase support, and Party committees and governments at all levels in the Yellow River provinces and regions must earnestly fulfill their main responsibilities, resolutely implement the decisions and deployments of the Party Central Committee, steadily promote the implementation of key tasks, and promote the implementation of major reform matters.
