General Secretary Xi Jinping pointed out that changing the rural landscape and helping farmers live a good life "needs good policies of the Party and the government, and thousands of rural grassroots cadres also need to lead the broad masses of farmers to work tirelessly." Rural grassroots are the "last mile" of policy implementation and the "risk area" where corruption problems are prone to frequent occurrence. Recently, the newly revised "Regulations on the Imperial Performance of Duties of Rural Grassroots Cadres" (hereinafter referred to as the "Regulations") highlights problem-oriented approach, draws a "red line" and clarifies the "bottom line" to provide basic guidelines for the integrity and standardized performance of duties of rural grassroots cadres.

Rural revitalization is based on the people; grassroots governance lies in people. Rural grassroots cadres are on the front line of rural reform and development. Whether they can perform their duties honestly is not only directly related to the people's sense of gain, happiness and security, but also has important demonstration significance for further comprehensively deepening rural reform and promoting the comprehensive revitalization of rural areas. Our Party has always regarded grassroots governance as a major event that concerns the overall situation and the long-term. It has always attached great importance to the construction of clean government in rural areas and has deepened the construction of clean government in rural areas and the fight against corruption.

Since the new era, the practical orientation and strict rules in rural grassroots work have been continuously demonstrated, and the discipline and integrity awareness of rural grassroots cadres have been continuously enhanced. At the same time, we must also see that a few rural grassroots cadres still have some problems in performing their duties in an honest manner. Some operate behind closed doors during land acquisition and demolition to erode the interests of the masses; some intercept and misappropriate farmers' funds, falsely report and embezzle poverty alleviation materials, and illegally dispose of collective assets; some even alienate the Party's people-friendly policies into "private land" of power, turning collective assets into tools for private grants... These phenomena seem to be "small greed and corruption", but "fly greed" can erode the foundation, and "ant corruption" can become a powerful force and can also collapse the dam. Such problems not only infringe on the interests of the masses and undermine the relationship between cadres and the masses, but also disrupt the order of resource allocation, leading to the abandonment of rural revitalization projects halfway. What is more serious is that they will promote the "breaking window effect" and weaken the credibility of the Party and the government.

The promotion of politics lies in following the hearts of the people, and the abolition of politics lies in opposing the hearts of the people. General Secretary Xi Jinping emphasized: "Faced with the still severe and complex situation, anti-corruption must never turn back, relax, or be compassionate, and must always blow the charge." This requires us to promote the extension of the anti-corruption struggle to the grassroots level and to the people, punish the flies, greed, and ants around the people, so that the people can have a more sense of gain.

Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as its core has promoted comprehensive and strict governance of the Party with unprecedented efforts, resolutely rectified unhealthy practices and corruption around the people, and included rural grassroots cadres in the scope of supervision and supervision in accordance with the law, and extended comprehensive and strict governance of the Party to the grassroots level and covered the countryside with outstanding results. Data shows that since 2016, the national discipline inspection and supervision agencies have investigated and dealt with 2.209 million unhealthy practices and corruption around the people, imposed 1.83 million party discipline and administrative sanctions, and transferred 73,000 people to the procuratorate, driving the solution of a large number of prominent problems that the people have strongly reflected. The people have personally felt that comprehensive and strict governance of the party is around them, and fairness and justice are around them.

If you establish good laws in the world, then the world will be governed; if you establish good laws in one country, then the country will be governed. The "Regulations" highlight problem-oriented approach, list negative lists, and take measures to directly point to the pain points of grassroots power supervision, and use a system cage to regulate the operation of power. Comprehensive revitalization of rural areas is an economic proposition and a political task; rural governance is a weak link and a systematic project. To cure grassroots corruption in rural areas, we must not only cure the disease but also strengthen the foundation and cultivate the essence. On the one hand, we must strengthen the deterrence of not daring to be corrupt, deepen the reform of the supervision system, and extend the supervision tentacles to the "nerve endings" of the grassroots; on the other hand, we must build a mechanism that cannot be corrupt, implement a village-level small and micro power list system, so that every fund and every project can operate in the sun; more importantly, we must cultivate the awareness of not wanting to be corrupt, and by strengthening party spirit education, establishing advanced models, and promoting the construction of an honest culture in the new era, let honest politics and clean work become the value pursuit of rural grassroots cadres.

Punishing corruption and fighting corruption is a tough battle, and even more a protracted battle. On the new journey, only by cleaning up unhealthy trends and evil spirits can we form a good ecology with integrity of cadres, clean villages and communities, and fresh people, and paint a magnificent picture of strong agriculture, beautiful rural areas and rich farmers.
