The "Notice" clarifies teacher recruitment measures in terms of coordinating employment and teacher recruitment for college graduates, scientifically analyzing teacher needs, broadening recruitment supplement channels, standardizing recruitment procedures requirements, and strictly controlling teacher access conditions, giving full play to the important role of public recruitment in public institutions, and absorbing more college graduates to teach. The "Notice" requires that all localities should scientifically determine the positions for teacher recruitment in 2025, strengthen the recruitment and supplement of teachers in scarce disciplines such as morality and rule of law, sports and health, science, information technology, art, labor, mental health, special education, etc., focus on solving the structural contradictions between disciplines and between urban and rural teachers, and encourage regions with conditions to explore and supplement artificial intelligence education teachers. Solidly implement the preferential policy of open recruitment of grassroots institutions, organize and implement special public education plans such as the "Special Post Plan", "National Excellent Plan" and public-funded teacher students under the ministry and the "Excellent Teachers Plan" teacher students, and encourage and guide more college graduates, outstanding retired soldiers and outstanding retired athletes to teach at the grassroots level, especially in primary and secondary schools and kindergartens in difficult and remote areas. Strict recruitment procedures and publicly publish recruitment information to the public. Discriminatory, directive and unreasonable restrictive conditions shall not be set.
