CCTV News: In order to accelerate the implementation of the "Action Plan for High-Quality Development of the Pharmaceutical Industry (2023-2025), "Action Plan for Digital Transformation of Manufacturing Industry", and "Opinions on Comprehensively Deepening the Supervision Reform of Drugs and Medical Devices to Promote the High-Quality Development of the Pharmaceutical Industry", and accelerate the digital and intelligent transformation of the pharmaceutical industry, the Ministry of Industry and Information Technology, the Ministry of Commerce, the National Health Commission, the National Health Insurance Administration, the State Data Administration, the State Administration of Traditional Chinese Medicine, the State Administration of Traditional Chinese Medicine, and the State Administration of Drug Administration recently jointly issued the "Implementation Plan for Digital and Intelligent Transformation of the Pharmaceutical Industry (2025-2030)" (hereinafter referred to as the "Implementation Plan").

The "Implementation Plan" proposes to take the coordinated development of the entire industrial chain as the main line, digital transformation as the main direction, and scenario application as the driving force, adhere to planning guidance, problem-oriented, classified policies, and systematic promotion, coordinate and improve the level of digital and intelligent development and intelligent supervision of the pharmaceutical industry, and promote the high-end, intelligent, green and integrated development of the pharmaceutical industry in a scenario-based and graphical manner.

The Implementation Plan proposes two stages of development goals: by 2027, important progress will be made in the digital and intelligent transformation of the pharmaceutical industry. The competitiveness of the entire industry chain and the quality management level of the entire life cycle driven by digital and intelligent technology have been significantly improved. Focusing on the three dimensions of digital and intelligent development infrastructure, digital and intelligent transformation promotion, and supporting service system construction, it has determined ten specific goals that should be achieved in the next three years, including standard formulation, equipment research and development, scenario creation, enterprise cultivation, park construction, platform construction, service provider cultivation, etc. By 2030, pharmaceutical industry enterprises above the designated size will basically achieve full coverage of digital and intelligent transformation, the innovation capabilities of digital and intelligent technology integration will be greatly improved, the data system of the entire chain of pharmaceutical industry will be further improved, and the digital and intelligent transformation ecosystem of the pharmaceutical industry will be further improved.

Focusing on the main goals, the "Implementation Plan" focuses on four aspects, including digital and intelligent technology empowerment actions, digital and intelligent transformation promotion actions, digital and intelligent service system construction actions, and digital and intelligent supervision improvement actions. Propose guarantee measures from the aspects of improving the working mechanism, strengthening policy support, promoting exchanges and cooperation, deepening evaluation and publicity, and strengthening talent training.
