This revision cancels the management measures such as ship design and construction, wine production and operation, equity commodity trading established by relevant local governments, and implements a unified national access method; promotes local governments to relax management measures such as transportation and logistics, freight forwarding, vehicle leasing services, and productive scrap metal acquisition to break through the market barriers between regions.
my country is the first major economy in the world to implement a negative list management model for domestic market access. In 2018, my country issued the first negative list for market access. After four revisions in 2019, 2020, 2022 and 2025, the number of items on the list has been reduced from 151 items in the 2018 edition to 106 items at present, with a reduction rate of about 30%.
Behind the reduction in numbers, a large number of industry access restrictions have been relaxed. The core requirement of the negative list management model is "no ban, entry", that is, areas outside the negative list of market access, whether state-owned enterprises, private enterprises, large enterprises, small and medium-sized enterprises, all types of business entities can enter equally according to law. This is the eager expectation of the majority of business entities.
After the barriers in some fields are broken, the "spirit" for corporate investment has risen, especially the development momentum of private enterprises has become more intense. In recent years, private enterprises have made breakthrough progress in participating in competitive businesses in key industries and fields such as railways and nuclear power construction. In the first quarter of this year, 1.979 million new private enterprises were established nationwide, an increase of 7.1% year-on-year, exceeding the average growth rate in the past three years.
"To build a new development pattern, it is urgent to accelerate the construction of an efficient, standardized, fair and fully open national unified market, establish a national unified market system and rules, and promote the smooth flow of commodity factor resources on a larger scale." This requires "hard" policies to stimulate the deep vitality of the economy, and more importantly, the "soft" environment to protect the vigorous growth of vitality. Since the beginning of this year, relevant departments have made systematic and comprehensive regulations on administrative inspections involving enterprises for the first time, and have introduced various support measures for land, talents, funds and other factors that business entities are concerned about, providing accurate services efficiently and pragmatically, effectively solving the "pain points" of enterprises, and breaking through the "bottlenecks" of economic development.
In the first quarter of this year, my country's GDP grew by 5.4% year-on-year, which was higher than the 5% growth rate of last year and higher than the 5.3% growth rate of last year, continuing the trend of steady improvement and steady recovery. With the deepening of the reform of the market access system, the continuous reduction of list matters, and the continuous release of policy dividends, all types of market entities will usher in a broader development space and promote the vitality of China's economy.
