The National Development and Reform Commission and the National Energy Administration jointly issued a document today stating that my country will accelerate the development of virtual power plants and help build a new power system.
The so-called virtual power plant refers to the integration of distributed photovoltaics, charging piles, air conditioners, energy storage and other resources scattered in the power grid through the Internet of Things technology to flexibly cut peaks and fill valleys. It is not a power plant, but an energy management system that plays an important role in enhancing the power supply capacity and promoting the consumption of new energy.
The document issued this time clearly states that my country will promote the development of virtual power plants according to local conditions, accelerate the cultivation of virtual power plants entities, and encourage private enterprises and other social capital to participate in the investment, construction and operation of virtual power plants.
At the same time, virtual power plants can participate in the medium- and long-term power market, spot market and auxiliary service market as an independent entity when meeting relevant requirements.
The documents issued this time also clarify the development goals. By 2027 and 2030, the national virtual power plant regulation capacity will reach more than 20 million kilowatts and more than 50 million kilowatts respectively.
