On the 28th, the "Guiding Opinions on Establishing and Improving a Long-term Supervision Mechanism for Charges in Enterprises" was officially released to the public, directly addressing the difficulties faced by enterprises. It is clarified what fees should be paid for in connection with enterprises? What shouldn't be handed over? What are the standards?

The "Guiding Opinions" proposes that the improvement of the list of charges related to enterprises should be used as a breakthrough in the governance of illegal charges related to enterprises, and all charges of government departments and subordinate units should be included in the list and made public to the public. No charges are allowed outside the list, so that illegal charges are nowhere to be hiding.

Zhai Dawei, deputy director of the Service Department of the Price Cost and Certification Center of the National Development and Reform Commission, said: "The Guiding Opinions require each department to cover a list of charges for enterprises, including administrative and institutional fees, government funds, enterprise-related deposits, business service fees, etc., to facilitate enterprise inquiry and social supervision, so that there is no charge outside the list."

For other problems arising from charging for enterprises, the "Guiding Opinions" also proposes to strengthen the pre-evaluation and review of newly introduced charging policies; establish charging monitoring points for charging for enterprises to enhance the timeliness and initiative of tracking and monitoring of charging for enterprises; clean up unreasonable market access restrictions on intermediary services; and improve relevant laws, regulations and systems to provide legal guarantees for charging supervision for charging for enterprises.

Experts said that the issuance of this guiding opinions can promote the standardization, rule of law and long-term effectiveness of the supervision of fees related to enterprises, help better stabilize the expectations of various business entities, enhance development confidence, and are of great significance to helping enterprises reduce costs and burdens, and promote the development of private enterprises.

The "Guiding Opinions" point out that it is necessary to focus on key enterprise-related charging entities, increase the efforts to manage illegal charging, strengthen full-process supervision and coordinated supervision, aiming to solve the problem of illegal charging issues involving enterprises from the root causes and build a coordinated and efficient long-term supervision mechanism.
