CCTV News: On March 1, two key national standards in the field of housekeeping were officially implemented, namely "Home Service Maternal and Infant Care Service Quality Standards" and "Home Care Service Standards for Infants and Toddlers aged 0-3". The corresponding positions are maternal and infant caregivers and infant caregivers, which are commonly known as confinement nanny and child caregivers. The new standard sets "hard indicators" for practitioners' education, skills, etc., and also classifies maternal and child care services. What impact will the introduction of standards have on the industry? Let's go to an employer meeting first.
On Saturday afternoon, an employer meeting held in Chaoyang District, Beijing was very lively. During the self-introduction session, many housekeeping personnel will introduce the certificates they have in detail and will also show their skills on the spot.

Compared with previous meetings, housekeeping personnel will introduce their education, qualification certificates and related skills in more detail, which are requirements in the new standards. In the "Housekeeping Service Maternal and Child Care Service Quality Specifications" for "confinement nannies", maternal and child caregivers are divided into six levels according to service quality, from one star to gold medal level. Each level is standardized from three aspects: personnel requirements, baby care, and maternal care. The corresponding skills required to be mastered at each level are refined, and new dimensions such as customer satisfaction and training period are added.

In the "Home Care Service Standards for Infants and Toddlers aged 0-3" for "child care" requires that infants must have a junior high school or above education, be able to speak Mandarin, and master the basic knowledge and basic skills related to home care for infants and toddlers aged 0-3 years. Employers are more concerned about the education, conversation and related skills of nurseries.

The new standard not only provides employers with clear selection criteria, but also provides practitioners with clear career development paths.
Zhang Fang, operation director of the maternal and infant department of a certain institution, said: "There is a relatively novel certificate. It is a guide to infant development. That is, all confinement nannies must have this certificate from the three-star rating. Next, we will sort out the shortcomings of housekeeping service personnel according to the new standards, so that housekeeping service personnel can take the missing certificates again and classify the housekeeping service personnel again."
Sorting and reshaping the service process Housekeeping institutions are facing the "big test"
In addition to the standards for practitioners, in the two national standards, the two national standards have added and refined the contents of institution training, service provision processes and service quality requirements. Housekeeping service institutions also need to re-sort the process according to the new standards and retrain the personnel.
A housekeeping service agency in Beijing is organizing a training session, and those participating in the training are housekeeping service personnel who have been in the industry for many years. After the new standards are implemented, they hope to improve their level through training.

The head of the organization introduced that the work content has been sorted out and refined according to the new standards and levels. In combination with the standard requirements, establish maternal and child caregivers’ files and customer service files, expand service interaction channels such as Apps and mini programs, and record and monitor work content through information technology.

As the implementation of the standards, from the training system to the quality supervision, national government agencies are facing the re-examination of service processes. The new standard requires that institutions should organize maternal and child caregivers to participate in vocational skills education and training at least once a year and conduct assessments. Re-training for caregivers who have been interrupted for more than 1 year.
The first reference guide for early childhood education for infants is released. Scientific parenting has guidance
The new standards also pay special attention to the early development of infants and young children. The "Guidelines for the Education of Sensitive Periods of Infants and Toddlers aged 0 to 3 years old" released at the same time defines and targeted guidance for the sensitive periods of infants and toddlers in the form of national standards. This is also the most detailed guide for assisting early education for infants and children.
The new standard specifically mentions that corresponding training measures should be introduced in combination with different sensitive periods of development of infants and young children, and actively intervene in the early development of infants and young children. In the "Education Guide for Sensitive Periods of Infants and Toddlers aged 0 to 3 years old" released with the standard, the characteristics and manifestations of 12 sensitive periods were refined, and methods for early education were proposed.

The drafter of the standard introduced that the guide aims to provide technical reference for infants to implement early education services in a targeted manner in the process of providing home care, fills in the service technical shortcomings, and plays an important guiding role in improving the quality of housekeeping services.

Bi Yuqi, member of the National Technical Committee for Standardization of Government Services and drafter of the Standards, said: "I hope that through the implementation and application of these two national standards, we will promote self-benchmarking and improvement of domestic service institutions, absorb talents with higher educational level and comprehensive quality to devote themselves to the domestic service industry, actively allocate early childhood education service skills, and establish a unified parenting consensus and consumption trust between supply and demand."
