CCTV News: In recent years, the platform economy has developed rapidly, and the number of new employment forms such as online delivery workers, online car-hailing drivers, and Internet marketers relying on Internet platforms to find employment has increased significantly. In 2022, the Ministry of Human Resources and Social Security and other departments launched pilot projects for occupational injury protection for new employment forms in seven provinces and cities including Beijing and Jiangsu. How have the pilot projects achieved in various places been effective over the past two years? Let’s see the reporter’s investigation in Beijing.

At a rider site in Beijing, the reporter met Li Yipu. He has been a rider for more than 3 years and has not had social security before. In order to give himself more protection, he once purchased commercial insurance, but the coverage amount was relatively low. In July 2022, Beijing became one of the pilot provinces and cities for occupational injury protection for new employment forms, and the platform company where Li Yipu is located also participated. In March last year, he had a traffic accident while delivering orders. Li Yipu immediately sent the accident report information through the "one-click report" system of the platform App. Subsequently, the company submitted an application for payment of occupational injury benefits to the Beijing Municipal Human Resources and Social Security Bureau through a national information platform, and Li Yipu submitted the materials online. After the assessment of occupational injury labor capacity, Li Yipu not only reimbursed most of the medical expenses, but also received a one-time disability allowance.

Now, there are more than 84 million new employment forms in the country. Their work is different from traditional employment. It relies on the Internet platform, which has strong flexibility and high mobility. Their relationship with the platform is different from traditional labor relations. Therefore, they face new situations and new problems in safeguarding labor and social security rights and interests. Occupational injury protection is to target their professional characteristics. Starting from the most urgent aspects of these riders who shuttle through the streets and alleys, we explore the social security of new employment forms.

Pay fees on orders, guarantees for each order, and guarantees for each person, thus solving the problem of very flexible new employment forms, who will pay for the fees and how to pay, so that they can cover every rider and every order. The reporter also learned that this new type of security system created for workers in new employment forms is basically consistent with work-related injury insurance in terms of security situations and benefits standards.

At present, occupational injury protection has been piloted in seven provinces and cities including Beijing and Jiangsu for more than two years, covering four industries such as travel, takeaway, instant delivery, and same-city freight. 10.3799 million people have been included in the insurance coverage.

The social security system for workers with new employment forms will be continuously improved

At present, my country has more than 84 million workers with new employment forms, and how to better protect their labor and social security rights and interests are receiving more and more attention. In 2021, guiding opinions on safeguarding the labor and interests of workers in new employment forms were issued. Under this policy framework, some guidelines for workers in new employment forms were gradually issued, so that the rights and interests of workers in new employment forms were continuously improved. Now starting from the occupational injury protection pilot, in this process, we will discover the characteristics of this group participating in social insurance, some different things from traditional social insurance, and apply these new characteristics to other social insurances. All places have weaved a "guarantee network" for workers in new employment forms

In the government work reports of five places including Anhui, Fujian, Guizhou, etc., there are content on "protecting the rights and interests of workers in new employment forms". Many places across the country are working hard to weav a "guarantee network" for workers in new employment forms.

Shandong Jinan, who purchases accidental injury insurance for flexible employment personnel or platform companies they rely on, a total of 379,100 yuan of subsidies will be issued to 3,791 people. Shanghai integrates occupational injury protection business, and the one-time disability allowance, disability allowance, one-time allowance and living care expenses have been implemented as "free and enjoyable". Shenzhen has given couriers, takeaway riders and online ride-hailing drivers a year-long mutual aid protection plan and critical illness insurance, and has developed exclusive collective accident insurance for workers union members in new employment forms. Recently, many platform companies have also announced that they will pay social security for takeaway riders.
