The "Several Measures" propose measures to promote the quality improvement and expansion of service supply and development of service institutions in response to the current problems of low matching of supply and demand for general elderly care services, poor institutional operation mechanisms, and insufficient transformation and utilization of existing assets, so as to promote the high-quality development of general elderly care services.

The "Several Measures" first propose to promote the quality and expansion of service supply, further expand the content and scope of universal elderly care services, and achieve stronger continuity and wider service supply through government support, enterprise concessions, family payment, social participation, etc.

Relevant person in charge of the National Development and Reform Commission said that in the future, they will make good use of funding channels such as central budget investment and local government special bonds, continue to increase investment in the construction of elderly care facilities, and continue to organize and implement special actions for universal elderly care, attract social forces to participate through public and private business operations, and promote the construction of a number of affordable, guaranteed quality, and sustainable operation of universal elderly care service institutions. In addition, the overall solution of the "old and young" service facilities compiled by cities (prefecture-level administrative regions) across the country will be urged and guided to implement support policies for the development of universal elderly care services and timely promote typical experiences and practices.

Promote the application of artificial intelligence-assisted diagnosis and treatment in universal nursing homes
The "Opinions on Deepening the Reform and Development of Elderly Care Services" released at the beginning of this year has made unified arrangements for promoting the classification reform of elderly care institutions and the development of universal and supportive elderly care institutions for the first time. This "Several Measures" proposes a series of measures to implement the development of universal and supportive elderly care institutions.

The "Several Measures" propose to actively promote the application of artificial intelligence-assisted diagnosis and treatment, rehabilitation training, health monitoring and other equipment in universal supportive elderly care institutions, support various types of business entities to develop chain and group universal supportive elderly care institutions, and encourage places with conditions to provide appropriate support for universal supportive elderly care institutions in terms of land use, water and electricity prices, bed operations, etc., and encourage rural areas to build universal supportive elderly care institutions through renovation and upgrading of original nursing homes, idle school buildings, etc.

In the next step, the Ministry of Civil Affairs will work with relevant departments to guide the prefecture-level municipal governments to formulate support measures for universal support for elderly care institutions, transform idle public service resources that meet the conditions into universal supportive elderly care institutions according to local conditions, increase support for facility construction and site supply, and vigorously develop universal elderly care services.

At present, 367,000 community elderly care service institutions and facilities have been built nationwide, and 446 demonstration elderly care service networks have been built at the county and district level. Focusing on the "urgent and difficult" of the elderly, we will implement the basic elderly care service improvement action at home and community, and implement the home-friendly aging transformation project, and have completed the home-friendly aging transformation of 2.08 million elderly people in special difficulties. At the same time, we will support the home-friendly aging transformation of 840,000 elderly people in society; actively develop elderly meal assistance services, and the number of elderly meal aids nationwide has reached 75,000. At the same time, the Ministry of Civil Affairs has continuously improved support policies and cultivated a good market environment.
