The Political Bureau of the CPC Central Committee held its 19th collective study on building a safer China at a higher level on the morning of February 28. When presiding over the study, General Secretary of the CPC Central Committee Xi Jinping emphasized that building a safer China at a higher level is related to the prosperity of the cause, the better life of the people, and the long-term stability of the country. We must unswervingly implement the overall national security concept, continue to work hard to make the country safer, society more orderly, governance more effective, and people more satisfied, and push the construction of a safe China to a higher level.

Xi Jinping delivered an important speech after listening to the explanation and discussion. He pointed out that since the 18th National Congress of the Communist Party of China, the Party Central Committee has continuously improved the national security leadership system and the legal system, strategic system and policy system, improved the social governance system, strengthened the overall prevention and control of social security, focused on improving the level of public security governance, resolutely safeguarding national sovereignty, security, and development interests, and successfully continued to write a new chapter of the "two miracles" of rapid economic development and long-term social stability. To adapt to the development and changes of the situation and tasks, the construction of a safe China can only be strengthened, not weakened.
Xi Jinping stressed that the overall national security concept is an important guideline for building a safer China at a higher level and must be implemented unswervingly. Party committees and governments at all levels must adhere to systematic thinking, further establish the concept that development is the hard truth and safety is also the hard truth, consciously unify development and security in work, jointly plan, deploy in one fell swoop, and promote each other. We must adhere to the whole country and work together to create conditions for the overall national security by ensuring the security of each region, region and industry, and lay a solid foundation for the long-term stability of the country by promptly and effectively solving each security problem.
Xi Jinping pointed out that a safe China is built for the people and also depends on the people. We must continuously improve people's livelihood, steadily promote common prosperity, effectively safeguard the legitimate rights and interests of the people, and safeguard social fairness and justice. We must improve the social governance system and improve the social work system and mechanism, and build a social governance community where everyone has the responsibility, everyone fulfills their responsibilities, and everyone enjoys it. We must cultivate a social mentality of self-esteem, self-confidence, rationality, peace, and positiveness, and promote a new trend of the era of enterprising spirit, willingness to contribute, advocating the rule of law, and civilized and courteous.
Xi Jinping stressed that preventing and resolving various risks is an important task in building a safe China. We must put the defense of national political security first and firmly safeguard the security of the state regime, institutional security, and ideological security. We must improve the public safety system, promote the transformation of the public safety governance model to pre-prevention, and strengthen disaster prevention, production safety, food and drug safety, network security, and artificial intelligence safety. We must focus on preventing risks in key areas.
Xi Jinping pointed out that to build a safer China at a higher level, it is necessary to strengthen overall social security prevention and control. We must combine special governance with systematic governance, law-based governance, comprehensive governance, and source governance, develop and strengthen collective prevention and control forces, and build a real iron wall. We must adhere to and develop the "Fengqiao Experience" in the new era, promote the rule of law in petition work, and resolve various contradictions and disputes in a timely and effective manner.
Xi Jinping stressed that the leadership of the Party is the fundamental guarantee for the construction of a safe China. We must always adhere to the absolute leadership of the Party Central Committee over national security work and political and legal work, and give full play to the leadership role of Party committees at all levels in taking overall charge and coordinating all parties in safe construction. We must strengthen positive publicity and public opinion guidance, and focus on using modern scientific and technological means to improve the effectiveness of social governance.
