CCTV News: Recently, the State Administration for Market Regulation officially issued the revised "Measures for Supervision and Administration of Inspection and Testing Institutions" (hereinafter referred to as the "Measures"). This revision focuses on solving the current prominent problems such as low cost of inspection and testing fraud and the vain of responsibilities of practitioners, and increases the penalties for serious violations of laws and regulations, further clarify the responsibilities of management personnel such as legal representatives, technical leaders, authorized signatories, etc., standardize the behavior of inspection and testing practitioners, strengthen the main responsibilities of inspection and testing institutions, and effectively maintain the order of inspection and testing market.
The Measures adhere to the combination of leniency and severity and the integration of legal principles. For false inspection and testing reports without detection reports, missed inspections, tampering with data, forgery of results, etc., the maximum fine is increased to 100,000 yuan; for violations of mandatory standards, the maximum fine of up to 50,000 yuan can be imposed on acts that violate the mandatory standards and cause incorrect inspection and testing reports data and results, which increases the cost of intentional violations by inspection and testing institutions and highlights the strength of law enforcement. At the same time, for minor illegal acts, the Measures stipulate that non-compulsory means such as persuasion and education, reminders and urging, and interviews can be dealt with, reflecting the temperature of law enforcement. The State Administration for Market Regulation will urge and guide local market supervision departments to implement the Measures to ensure that the new regulations are implemented and effective; carry out in-depth follow-up investigation and evaluation of the implementation of the Measures, organize comprehensive and systematic revisions and improvements of the Measures in a timely manner, further strengthen the compliant operation obligations and main responsibilities of practitioners, improve the level of inspection and testing supply and service effectiveness, and promote the high-quality development of the inspection and testing industry.
