CCTV News (News Network): Hainan Free Trade Port is about to be closed and operational, and various departments are accelerating the identification of market entities’ qualifications to enjoy benefits. At present, Haikou Customs has supported 106 processing value-added pilot enterprises to convert into registered enterprises, covering food processing, jewelry processing, pharmaceutical processing and other industries. According to Haikou Customs statistics, since the implementation of the policy, as of November 2025, the cumulative value of domestic sales under the processing value-added tariff-free policy is 11.42 billion yuan, with tariff reductions and exemptions of 878 million yuan; the value of imported goods in the three "zero tariff" lists is 29.22 billion yuan, and tax reductions and exemptions are 5.474 billion yuan. After the customs closure, the processing value-added tariff-free policy has been optimized and adjusted; the number of imported "zero-tariff" commodity tax items has been expanded from more than 1,900 to more than 6,600, and the proportion of all commodity tax items has been expanded from 21% to 74%.
