In accordance with the deployment requirements of the State Council, today, the Ministry of Ecology and Environment issued the "Work Plan for the National Carbon Emission Trading Market to Cover the Steel, Cement, and Aluminum Smelting Industry" (hereinafter referred to as the "Plan"), marking the first time that the national carbon emission trading market has expanded its industry coverage (hereinafter referred to as the expansion) work has officially entered the implementation stage.
At present, the national carbon emission trading market only covers 2,200 key emission units in the power generation industry, covering an annual carbon dioxide emission of more than 5 billion tons. The steel, cement and aluminum smelting industries are major carbon emitters, with annual emissions of about 3 billion tons of carbon dioxide equivalent, accounting for more than 20% of the total carbon dioxide emissions in the country. After this expansion, the national carbon emission trading market is expected to add 1,500 new key emission units, covering the total carbon dioxide emissions in the country will account for more than 60%, and the types of greenhouse gases covered will be expanded to carbon dioxide, carbon tetrafluoride and carbon dioxide hexafluoride.
According to the deployment and arrangements of the "Plan", the Ministry of Ecology and Environment will promote relevant work steadily and orderly in two stages in accordance with the working idea of "implementing and improving" and will issue a notice on the inclusion of three industries in the carbon emission rights trading market management work, clarifying tasks and completion deadlines for key emission units, setting up the monthly evidence storage of key parameters, verification of carbon emission report, quota issuance, quota clearance and other tasks and completion deadlines.
