The reporter learned from the State Administration for Market Regulation today (January 9) that two measurement technical specifications, including the "Electronic Pricing Scale Type Evaluation Outline (Trial)" have been released and implemented recently. The new technical specifications focus on the unique characteristics and current situation of electronic pricing scales, focusing on adding and strengthening the technical requirements, verification measures, testing methods, and judgment criteria related to the prevention of cheating and product information traceability of electronic pricing scales. After the implementation of the new technical specifications, it can effectively strengthen the anti-cheating performance of domestic electronic pricing scale products, optimize the compulsory verification of electronic pricing scales, and better protect the legitimate rights and interests of consumers.
The technical specifications put forward the technical requirements of "opening the shell locking machine, authorized unlocking", which clearly requires that when the shell of the electronic pricing scale is opened, the self-locking function should be activated. Unlocking can only be achieved by the authorized personnel using a high confidentiality dynamic password method, so as to realize the requirement that the electronic pricing scale cannot be disassembled or adjusted at will, blocking the loophole of disassembly and modification, and blocking the electronic pricing scale after disassemblying the case and replacing the original program with a cheating program, installing a cheat remote control device and other cheating implementation paths.
At the same time, a requirement of "unique information verification" was proposed to solve the problem of identifying the authenticity of electronic pricing scale products. The outline proposes technical requirements for unique information verification, requiring each electronic pricing scale that the manufacturer leaves the factory should have unique identity information (including production code information, maintenance code information, etc.). During mandatory verification and daily supervision, the factory unique information and on-site product information can be checked through the verification platform provided by the manufacturer. If the verification does not match, it can be deemed to be a counterfeit or unlicensed product, preventing it from entering the market. The verification regulations require "unique information verification" on site to promptly discover counterfeit and unlicensed scales, realize traceability of information on manufacturing and maintenance of electronic pricing scales, strengthen the main responsibility of production enterprises, and assist in source governance.
In addition, the technical requirements for "three codes and one letter" are proposed to achieve information specifications and security protection in key links. The model evaluation outline makes unified requirements for "three codes and one seal" (i.e. production code, maintenance code, verification code and lead seal), and at the same time clarify the application position, coverage area and protective performance of the qualified lead seal. The verification personnel must verify the "three codes and one stamp" before verification. Only when the inspection is complete and effective can they carry out subsequent verification work. By unifying the technical requirements of "three codes and one stamp", information specifications and safety protection for key links in the production, sales, maintenance, use and verification of electronic pricing scales are achieved.
The technical specifications also propose a quick verification pass determination method, and at the same time, it encourages the use of intelligent auxiliary devices instead of manual automatic loading and unloading of weights during the verification process, thereby effectively improving the efficiency of the base-level metrology and verification work.
