CCTV news: On October 15, according to the Ministry of Finance, the People's Government of the Inner Mongolia Autonomous Region, in accordance with the "Announcement of the Ministry of Finance on the Implementation of the Departure Tax Refund Policy for Overseas Passengers' Shopping" (Ministry of Finance Announcement No. 3 of 2015) and the "Announcement of the General Administration of Customs on the Customs Supervision Regulations on the Departure Tax Refund for Overseas Passengers' Shopping" (General Administration of Customs Announcement 20 No. 25, 2025) and the "Announcement of the State Administration of Taxation on Amending the Measures for the Administration of Departure Tax Refund for Overseas Passengers' Shopping (Trial)" (Announcement No. 11 of the State Administration of Taxation, 2025), the Ministry of Finance, the General Administration of Customs and the State Administration of Taxation shall apply for filing of their policy implementation plan for departure tax refund for overseas tourists' shopping. After review, it will be filed.
Starting from November 1, 2025, the Inner Mongolia Autonomous Region will implement a departure tax refund policy for overseas tourists in accordance with relevant regulations.
