The plan proposes to take the reform of market-oriented allocation of data elements as the main line, accelerate the cultivation of a national integrated data market, develop a digital economy with data as the key factor according to local conditions, and comprehensively improve the level of digital China construction. By the end of 2025, the construction of Digital China will make important progress, the new quality productivity in the digital field will continue to grow, the quality and efficiency of digital economy development will be greatly improved, the added value of the core industries of the digital economy will account for more than 10% of the GDP, and the construction of the data factor market is steadily advancing. The plan deploys eight major actions in eight aspects, including institutional and mechanism innovation, local brand casting, "artificial intelligence +", infrastructure improvement, data industry cultivation, digital talent cultivation, digital development environment optimization, and digital empowerment improvement.
It is understood that the plan is the first document issued by the National Data Bureau to local data management departments to guide the construction of digital China.
