The General Office of the CPC Central Committee and the General Office of the State Council recently issued the "Opinions on Continuously Promoting Urban Renewal Action", requiring the general tone of work of seeking progress while maintaining stability, change the methods of urban development and construction, establish sustainable urban renewal models and policies and regulations, vigorously implement urban renewal, promote urban structure optimization, function improvement, cultural context improvement, and quality improvement, and create a livable, resilient and smart city.
The opinions put forward eight main tasks, including: strengthening the renovation and utilization of existing buildings, promoting the renovation of old urban communities, carrying out complete community construction, promoting the renovation of old blocks, old factories, urban villages, etc., improving urban functions, strengthening urban infrastructure construction and transformation, restoring urban ecosystems, and protecting and inheriting urban history and culture.
In addition, the opinions also propose to strengthen support and guarantee, including: establishing and improving urban renewal implementation mechanisms, improving land use policies, establishing a safety management system for the entire life cycle of housing use, improving diversified investment and financing methods, establishing a sustainable urban renewal model with government guidance, market operation, and public participation, and improving laws and regulations.
