A: According to relevant laws and regulations on export control, the Ministry of Commerce issued Announcements No. 21 and 22 on April 4 and 9, 2025, respectively, and included 28 U.S. entities on the export control and control list, prohibiting the export of dual-purpose items to them. In order to implement the consensus of the high-level economic and trade talks between China and the United States, it is decided to suspend the above-mentioned relevant measures within 90 days from May 14, 2025. If an export operator needs to export dual-purpose items to the above 28 entities, he shall apply to the Ministry of Commerce in accordance with the relevant provisions of the "Regulations on the Export Control of Dual-purpose Items of the People's Republic of China"; the Ministry of Commerce will conduct reviews in accordance with the law and regulations, and licenses will be granted if they meet the requirements.
