Huang Wei, male, Han nationality, born in September 1980, has a postgraduate degree, a doctorate in management, and is a member of the Communist Party of China. He is from Yuanping, Shanxi. In 1997, he was recommended to Tsinghua University due to his excellent academic performance and chose to major in chemical engineering. While at Tsinghua, he was deeply influenced by Academician Jin Yong and completed research on cold fluidized beds under his guidance. After graduation, Huang Wei worked for a foreign company, but soon switched to China Shenhua Coal-to-Liquids Chemical Co., Ltd. and became a process engineer.

Huang Wei has extensive work experience in the energy industry and has held many important positions, including technical manager and project manager of China Shenhua Coal-to-Liquids Chemical Co., Ltd. In April 2011, he served as deputy general manager of Shanxi Lu'an Mining (Group) Co., Ltd. In July 2017, 37-year-old Huang Wei became secretary of the Shanxi Provincial Committee of the Communist Youth League, becoming one of the youngest department-level cadres in the country at that time. In December of the same year, he was re-elected as secretary of the Youth League Provincial Committee. In January 2019, he was transferred to deputy secretary, vice chairman and general manager of the Party Committee of Shanxi Coking Coal Group.

In April 2020, the Shanxi Provincial Party Committee selected five young department-level cadres to serve in counties and districts to encourage them to gain experience in demanding positions. As one of the department-level cadres, Huang Wei was appointed Secretary of the Hongdong County Party Committee, and concurrently served as Secretary of the Party Working Committee and Director of the Management Committee of Hongdong Economic and Technological Development Zone. A few months later, he said that he would live up to the new era, go all out, strive for transformation and development, and embody value in serving the people. In September 2020, Huang Wei also served as deputy secretary of the Linfen Municipal Party Committee, and briefly served as secretary of the Political and Legal Affairs Committee of the Linfen Municipal Party Committee.

In January 2023, Huang Wei was appointed as Secretary of the Party Leadership Group and Director of the Shanxi Provincial Department of Housing and Urban-Rural Development, and was recently transferred to the National Work Safety Emergency Rescue Center. Currently, Song Yuanming, member of the Party Committee and Vice Minister of the Ministry of Emergency Management, also serves as Secretary of the Party Committee and Director of the National Work Safety Emergency Rescue Center. The National Work Safety Emergency Rescue Center was established in 2005 and was originally named the National Work Safety Emergency Rescue Command Center. It was renamed to its current name in 2018.
