CCTV News: According to the Ministry of Transport, in order to conscientiously implement General Secretary Xi Jinping’s important expositions and important instructions and instructions on production safety, implement the instructions and requirements of leaders of the State Council, deeply learn lessons from accidents, strictly prevent accidents from happening repeatedly, and effectively protect the lives and property of the people, the Ministry of Transport will deploy a one-month investigation and rectification of inland water transportation safety hazards nationwide from now on.

This inland water transport safety hazard inspection and rectification work covers inland water transport enterprises, focusing on passenger transport enterprises and their ships, and accurately inspects them from four aspects: enterprises, ships, crew members, navigation environment and traffic order, effectively improve the quality of major accident hazard inspections and rectification, and resolutely curb the occurrence of major water traffic accidents. First, we focus on investigating hidden dangers such as enterprises failing to formulate safety management systems as required, failing to implement navigation duty and shore-based and ship management systems, failing to equip shore-based management personnel as required, and illegal operations without permission or beyond the scope. The second is to focus on investigating the ship's failure to hold a valid certificate, insufficient staffing, serious defects in key equipment such as main and auxiliary equipment, navigation light fog, radio communication equipment, fire and life-saving equipment, and other problems such as illegal closure of the automatic ship identification system. The third is to investigate whether the crew members have not held valid certificates, were not on duty as required, were not familiar with the navigation safety systems and rules, were not familiar with the operating procedures of key navigation safety equipment, fatigue driving, using mobile phones and other electronic equipment to make calls and watch videos during duty, causing negligence and observing problems. Fourth, we focus on investigating hidden dangers such as failure to keep the radio open as required, crossing the route, grab the bow, turning at a large angle in violation of navigation requirements, not using safe speed, sailing, anchoring, night sailing in violation of special regulations, and risking navigation in violation of ban and restricting regulations.

According to the rectification work requirements, transportation management departments at all levels will further strengthen the safety assessment of passenger routes, timely add passenger route navigation marks, and strengthen the broadcast of passenger route safety warning information; urge passenger ferry production and operation units to strengthen the construction of monitoring capabilities throughout the operation process, and timely equip ship bridge monitoring and shore-based monitoring systems. If they cannot be equipped in the short term, they must formulate effective control measures; conduct a performance assessment of the drivers of passenger ships involved, and urge enterprises to transfer positions in a timely manner for those who do not have safe operation capabilities; quickly conduct a full-coverage ship safety inspection with ship inspection agencies, urge ships to make immediate changes, ensure that ships have dynamic clearance of ship defects, and resolutely suspend ships with stranded defects.

In addition, the rectification work requires leaders of relevant units to lead on-site supervision, transmit pressure to grassroots law enforcement sites, to enterprise employees, and strengthen the final safety management responsibilities. Provinces with a large number of passenger ships such as Hunan, Zhejiang, Sichuan, Hubei, Jiangsu, Guizhou, Yunnan should establish a system for guarantee and supervision and inspection of leading cadres of transportation management departments at the provincial and municipal levels to ensure that the investigation and rectification responsibilities are implemented in place.
