The changes in a list are meaningful. In 2015, the State Council issued the "Opinions on Implementing the Negative List System for Market Access", reforming the market access management model, and all types of business entities can enter areas outside the list equally according to law.

After pilot, my country will fully implement the negative list system for market access in 2018. Since then, the negative list has continued to "slim down", and the prohibited licensing matters have been reduced by about 23%. The National Development and Reform Commission recently stated that it will revise and issue a new version of the negative list for market access as soon as possible to further break down market access barriers.

The negative list of continuous "slimming" shows that the system and mechanism of adhering to and implementing the "two unshakable" is constantly improved, demonstrating that the Party and the country have consistently supported the development and growth of the private economy.

At the symposium on private enterprises held recently, General Secretary Xi Jinping emphasized: "The Party and the state's basic policies and policies for the development of the private economy have been incorporated into the socialist system with Chinese characteristics and will be consistently adhered to and implemented. It cannot be changed, nor will it change." This declaration reaffirmed the Party and the state's clear position to support the development and growth of the private economy, and has established broad consensus and established stable expectations for promoting the high-quality development of the private economy.

In 2018, some people in society made some remarks that deny and doubt the private economy, and some private enterprises encountered many difficulties and problems in their business development. In November 2018, General Secretary Xi Jinping personally proposed and presided over a symposium on private enterprises, reflecting his consistent attention, concern and support for private enterprises. The warm words of "Private enterprises and private entrepreneurs are our own people" reach people's hearts and play a role in rectifying the source.

In 2020, during the COVID-19 prevention and control period, the development of the private economy suffered a significant impact. From trillions of tax and fee reductions to taking multiple measures to reduce the labor costs of energy and land use, a series of relief and enterprise-friendly policies have helped private enterprises overcome difficulties. The investment of real money, the support at critical moments, and the timely help when the storm comes, vividly interprets what it means to "can't change, nor will it change."

The problems of random charges, random fines, random inspections, random seals, illegal law enforcement and profit-seeking law enforcement in some places have seriously damaged the legitimate rights and interests of private entrepreneurs and attracted attention. In this regard, the Central Economic Work Conference clearly stated that "carry out special actions to regulate law enforcement of enterprises." Drawing the sword against illegal law enforcement and profit-seeking law enforcement is not only a defense of the authority of the rule of law, but also a strong protection of the property rights of private enterprises and the legitimate rights and interests of entrepreneurs.

In recent years, the system of promoting the development of the private economy has been increasingly improved. At the legislative level, the draft Law on Promoting the Private Economy has been submitted to the Standing Committee of the National People's Congress for second review, and will build a legal guarantee framework for the development of the private economy; at the governance level, the National Development and Reform Commission has established the Private Economy Development Bureau to better play the role of overall coordination and comprehensive policy implementation, coordinate and solve major problems encountered in the development of the private economy, and create a good environment to encourage and support the development of the private economy.

Since the new era, my country's private economy has continued to improve its scale, innovation level and international competitiveness. The data is the most intuitive and convincing. Since 2012, the total number of registered private enterprises in the country has increased from 79.4% to more than 92%, and the number of individual industrial and commercial households has increased from more than 40 million to more than 125 million, and the number of private enterprises shortlisted for the Fortune 500 has increased significantly. With more sound institutional guarantees, more powerful policy support, and more equitable development opportunities, the private economy has formed a considerable scale and occupied a heavy weight, with broad prospects and great potential.

Authentic, the current development of the private economy faces some difficulties and challenges, but in general it appears in the process of reform and development and industrial transformation and upgrading. It is partial rather than overall, temporary rather than long-term, and can be overcome rather than unsolvable. The more we face difficulties and challenges, the more we must adhere to and implement the "two unshakable" policies and measures to promote the development of the private economy, so as to create more opportunities and open up greater space for the development of our country's private economy.
