In 2024, 12.56 million new urban jobs were created nationwide. The average urban surveyed unemployment rate throughout the year was 5.1%. The number of people who have been lifted out of poverty by the end of the year was 33.052 million. 38.6 billion yuan of unemployment insurance funds for stabilizing and expanding jobs were distributed to 6.65 million insured enterprises throughout the year.

Chen Yongjia, deputy director of the Employment Promotion Department of the Ministry of Human Resources and Social Security, said that in the next step, we will anchor the goal of high-quality and full employment, deepen reforms in the employment field, promote the coordinated efforts of fiscal, monetary, employment, industry and other policies, implement employment support plans for key areas, key industries, urban and rural grassroots and small and medium-sized enterprises, strengthen regular consultations from departments, and continuously expand new growth points for employment.

The relevant person in charge said that the policy of gradual delay in the statutory retirement age has been carried out in a steady and orderly manner, the basic pension insurance for enterprise employees has been implemented nationwide, and the pilot project of occupational injury protection for new employment forms has made positive progress. By the end of 2024, the number of social security card holders was 1.389 billion, of which 1.07 billion people received electronic social security cards.

Carry out special actions to help college graduates find employment

At the press conference, the Ministry of Human Resources and Social Security also stated that the national human resources and social security departments will strengthen youth employment support, carry out special actions, and actively help college graduates find employment.

Zhang Wenmiao, Director of the Human Resources Mobility Management Department of the Ministry of Human Resources and Social Security, said that the special employment service action focuses on 2025 college graduates, college graduates who have left school but have not been employed in previous years, and service personnel of grassroots projects such as the "Three Supports and One Help" plan. Organize various human resources service institutions, national-level human resources service industrial parks and talent markets, widely carry out market-oriented recruitment positions, and innovatively carry out a series of activities such as online and offline recruitment, live broadcast job development, and human resources services on campus.

This special operation organized a total of 251,000 employers, provided 4.768 million positions, and organized 6,138 human resources service institutions to participate, attracting a total of 2.862 million college graduates and other job seekers to submit resumes, and 585,000 people reached preliminary employment intentions.

At the same time, the Ministry of Human Resources and Social Security has also issued a new round of employment and entrepreneurship support policies for college graduates and other youths, continuously tapping out jobs in the public sector, focusing on expanding market-oriented employment, encouraging college graduates to find employment at urban and rural grassroots and small and medium-sized enterprises, and issuing job seeking subsidies to more than 2 million graduates in difficulty.
