CCTV news: The latest statistics from Haikou Customs show that as of February 11, more than 100 days after the implementation of the new tax-free policy on Hainan’s offshore islands, the amount of duty-free shopping on Hainan’s offshore islands reached 12.11 billion yuan, a year-on-year increase of 13.9%.
In many duty-free shops in Hainan, during the Spring Festival, they not only offer discounts such as free gifts and doubled points, but also specially increase the supply of New Year gifts, imported chocolates, high-end drinks, New Year limited cosmetics and other New Year products, attracting a large number of citizens and tourists to shop.
This shopping craze has lasted for more than three months. Starting from November 1, 2025, Hainan will implement a new tax-free policy for outlying islands. The policy will extend the preferential scope to departing passengers and expand the coverage of duty-free goods. At the same time, it is clarified that island residents with records of leaving the island in a natural year can purchase 15 categories of "purchase and pick-up" commodities, including cosmetics, perfumes, clothing, and luggage, for an unlimited number of times, breaking the restriction of "one purchase per off-island limit" and making shopping more convenient for island residents.

The new policy has also further enriched the types of goods. Duty-free goods have been expanded from 45 to 47 categories, and pet products, portable musical instruments and other products have been added. At the same time, six categories of domestic products, including clothing, scarves, and tea, have been sold in duty-free shops on outlying islands. High-quality domestic products are available to Chinese and foreign tourists at more favorable prices, becoming a new highlight in consumption.

Specifically reflected in the passenger flow, which increased by more than 50% over the same period, and on-site sales surged by more than 40%.
