The Political Bureau of the CPC Central Committee held a meeting on September 29 to study and formulate major issues in the 15th Five-Year Plan for National Economic and Social Development. General Secretary of the CPC Central Committee Xi Jinping presided over the meeting. The meeting decided that the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China will be held in Beijing from October 20 to 23.

The Political Bureau of the CPC Central Committee listened to the report on the draft of the "Proposal of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development" solicited opinions within a certain scope inside and outside the Party, and decided to revise the draft document based on the opinions discussed at this meeting and submit it to the Fourth Plenary Session of the 20th Central Committee for deliberation.

The meeting pointed out that this solicitation of opinions fully promote democracy and brainstorming. All regions, departments and parties fully affirmed the draft proposal. It believes that the draft proposal accurately grasps the historical position of the development of the Party and the country during the "15th Five-Year Plan" period, deeply analyzes the profound and complex changes facing my country's development environment, and makes top-level design and strategic plan for the development in the next five years. It is another general mobilization and general deployment to seize the momentum and continue to promote the Chinese-style modernization construction. It reflects the historical initiative of the Party Central Committee with Comrade Xi Jinping as the core to unite and lead the whole Party and the people of all ethnic groups in the country to continue to write a new chapter in the two miracles of rapid economic development and long-term social stability, and strive to create a new situation of Chinese-style modernization. It will surely have a significant and far-reaching impact on the development of the Party and the country.

The meeting emphasized that during the 15th Five-Year Plan period, economic and social development must uphold the overall leadership of the Party, resolutely safeguard the authority and centralized and unified leadership of the Party Central Committee, and integrate the Party's leadership into all aspects and processes of economic and social development; adhere to the people first, respect the people's dominant position, and let the results of modernization construction benefit all the people more and more equitably; adhere to high-quality development, lead development with new development concepts, develop new quality productive forces according to local conditions, and promote the sustained and healthy economic development and comprehensive social progress; adhere to comprehensive deepening of reform, expand high-level opening up, and continuously enhance development momentum and social vitality; adhere to the combination of an effective market and an effective government, give full play to the decisive role of the market in resource allocation, and better play the role of the government; adhere to the coordinated development and security, strengthen bottom-line thinking, effectively prevent and resolve various risks, and ensure the new development pattern with a new security pattern. The meeting emphasized that upholding and strengthening the Party’s overall leadership is the fundamental guarantee for promoting Chinese-style modernization. We must persist in leading the social revolution with the Party’s self-revolution, persist in promoting comprehensive and strict governance of the Party, enhance the Party’s political leadership, ideological leadership, mass organization and social appeal, improve the Party’s ability and level of leading economic and social development, and gather tremendous strength to promote Chinese-style modernization.
