Shanghai Cooperation Organization Members' Heads of State Council on Strengthening the Development of the Digital Economy
We, the leaders of member states of the Shanghai Cooperation Organization (hereinafter referred to as the "SCO"),
In accordance with the goals and principles of the "SCO Charter", "SCO Development Strategy to 2025", and "SCO Economic Development Strategy to 2030", we recognize that cooperation in the digital field is of great significance to bridging the digital divide, promoting economic growth and scientific and technological development.
Up>Upholds the "Shanghai Spirit" of mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations and seeking common development,
Reiterates our willingness to strengthen digital economy cooperation under the framework of the SCO and ensure information security in accordance with the laws of member states.
We hereby declare:
Member States will take the following actions:
—— Strengthen cooperation in digital economic development policies, conduct regular dialogues, and explore the possibility of establishing relevant cooperation mechanisms;
——Continue to deepen cooperation in the following fields: formulate international data security rules and standards based on the national interests of each country, develop digital infrastructure, and provide public services;
————Promote the convergence of methods among all parties, to implement cooperation projects, promote the construction and upgrading of digital public infrastructure, promote the digital transformation of key economic fields, apply advanced technical solutions, develop new business cooperation models, cultivate high-quality talents and improve digital skills, including carrying out academic exchange activities
——Deepen the cooperation of the new generation of communication technology, build a universal, secure and sustainable communication network system, promote the adoption of international standards and reliable data transmission technology, and enhance the effectiveness of economic and trade cooperation among member countries;
——— Strengthen cooperation in the construction of smart cities and digital service supply;
—————————————————————————————Mobilize the strength of think tanks and research institutes of member countries of the SCO to deepen mutually beneficial cooperation in the digital economy.
