Shanghai Cooperation Organization Members' Heads of State State State on Effective Handling and Responding to the World Drug Issues
We, the leaders of the member states of the Shanghai Cooperation Organization (hereinafter referred to as the "SCO"), have deep concerns about the world drug issue. The statement is as follows:
Who believes that the world drug issue poses a threat to the stability and sustainable development of all countries, and calls on all countries to abide by the principle of sharing responsibilities and comprehensive balance, and work together to strengthen measures to reduce drug demand and supply;
Highly maintain the United Nations "Amendment in 1972" The current international anti-drug system, which is amended to the Protocol to the 1961 Single Narcotics Convention, amended by the Protocol to the 1961 Single Narcotics Convention, 1971 Psychotropic Drugs Convention, and the 1988 United Nations Convention against Illegal Trafficking in Narcotic Drugs and Psychotropic Drugs (hereinafter referred to as the "Convention") is the importance of the current international drug control system in solving the world's drug problem, firmly opposes the violation of the Convention and the legalization of the use of narcotics for any non-medical purposes;
Reaffirms the willingness of the SCO member states to continue to implement the 2009 "On the Carrying out International Cooperation to Comprehensive and Peaceful International Cooperation" 2019 The Ministerial Declaration on Strengthening Our Action at the National, Regional and International Levels to Accelerate the Implementation of Our Common Commitment to the Treatment and Response to the World Drug Issues;
Note the core role of the UN Narcotics Commission in formulating international policies to address the world drug problem and support the International Narcotics Control Bureau in safeguarding the implementation of the three United Nations Convention against Drugs;
Emphasizes that the SCO member states are committed to effectively implementing the 2004 Agreement between SCO Member States on Cooperation to Combat Illegal Trafficking in Narcotic Drugs, Psychotropic Drugs and Their Precursors, the 2020 Statement of the Council of Heads of State on Responding to Drug Threats, the SCO Member States Anti-Drug Strategy for 2024-2029 and its Action Plan;
I believe that the establishment of the SCO Drug Control Center is an important step in responding to drug threats and will greatly improve the efficiency of the collaboration mechanism of the member states of the Organization.
Emphasizing that illegal planting of raw drug plants, including drug manufacturing and proliferation, new psychoactive substances continue to emerge, and the use of domestic and international non-regulated chemicals to make drugs is a serious and urgent threat and challenge to the security, stability, economic development and people's well-being of SCO member states. It calls for the improvement of their legal, monitoring and regulatory mechanisms, as well as strengthening national, regional and international efforts to deal with this problem;
Emphasizing that the crimes of illegal drug trafficking such as the Internet, dark web, encrypted communication platforms, cryptocurrencies, etc. are increasing, and calls for the effective use of modern technologies and analytical tools based on big data, artificial intelligence and other advanced means to improve the efficiency of preventing and combating such crimes. In view of this, we believe that mutual assistance is important to effectively respond to drug threats;
express concern about the increasingly close link between drug issues and terrorism and other forms of transnational organized crime, and call on countries to strengthen pragmatic cooperation and strengthen information exchange and technical cooperation;
Emphasize the need to pay more attention to the risks and impacts of drug addiction in women, youth, children and other vulnerable groups, and continue to work to help them prevent, treat, recover and return to society;
Declaration will expand the accessibility of substances in medical and scientific research purposes in accordance with their own laws, while preventing their loss, abuse and illegal trafficking in order to achieve the purpose of the three United Nations anti-drug conventions;
Reaffirm the continued resolution of the world drug issues, deepen cooperation, and coordinate efforts at the international level to protect the health and dignity of all people, and create a peaceful, safe and prosperous environment, thereby contributing to the construction of a non-toxic society.
