Building a new development pattern with the domestic circulation as the main body and the domestic and international circulations mutually promoting each other is a major decision made based on changes in my country's development stage, environment and conditions, especially based on changes in my country's comparative advantages, and is also an inevitable choice to grasp the initiative in development and shape new advantages in international competition. Building a new development pattern is a systematic and deep-seated change that concerns the overall situation, and is a strategic plan based on the present and looking at the long-term. In this process, what is the significance of high-level opening up to build a new development pattern?
