The Ministry of Human Resources and Social Security released the minimum wage standards for provinces, autonomous regions and municipalities across the country on April 3 (as of April 1, 2025). Data shows that currently, the minimum monthly wage standard for the first-tier monthly wage in 21 provinces is 2100 yuan or above, and the minimum monthly wage standard for the first-tier monthly wage standard for the eight provinces is more than 2300 yuan.

Many places have raised the minimum wage standards

Since this year, many provinces have raised the minimum wage standards. Starting from April 1, Fujian Province will raise the minimum wage standard. After this adjustment, four levels will be retained. The monthly minimum wage standards are 2,265 yuan, 2,195 yuan, 2,045 yuan and 1,895 yuan respectively. The minimum wage standards for part-time employment are 23.5 yuan, 23 yuan, 21.5 yuan and 20 yuan respectively.

From March 1, Guangdong will adjust and raise the monthly minimum wage standard and part-time hourly minimum wage standard for full-time workers in the province. This adjustment still maintains four types of standards, among which Guangzhou and Shenzhen implement the first type of standards, Guangzhou is adjusted to 2,500 yuan/month, Shenzhen is adjusted to 2,520 yuan/month, and the corresponding part-time hourly minimum wage standards for the two cities are 23.7 yuan/hour.

From February 1, Guizhou will adjust the minimum wage standard, adjusting the monthly minimum wage standard to 2,130 yuan in Class I, 1,980 yuan in Class II, and 1,890 yuan in Class I. At the same time, the minimum wage standard for hourly employment is correspondingly increased: the minimum wage standard for part-time employment is 22.4 yuan in category 1, 20.8 yuan in category 2, and 19.8 yuan in category 3.

Sichuan, Chongqing, Xinjiang and Shanxi have also adjusted the minimum wage standards, and the adjusted minimum wage standards will be implemented from January 1, 2025.

Does the minimum wage include "five insurances and one fund"?

It is worth noting that the regulations vary between local governments regarding whether the minimum wage standard includes the "five insurances and one fund" paid by individuals.

At present, the minimum wage standard in most regions includes the "five insurances and one fund" paid by individuals. However, the minimum wage standards in Beijing and Shanghai do not include the "five insurances and one fund" paid by individuals. The various social insurance premiums and housing provident funds that workers should pay individually are not part of the minimum wage standard, and the employer shall pay separately according to regulations. Therefore, the minimum wage standards in Beijing and Shanghai are more "gold content".
