The second is to optimize the supply of goods and services for departure tax refunds. Strengthen the promotion of high-quality products, guide relevant stores and merchants to carry out targeted product selection, enrich the supply of "intangible cultural heritage" products, cultural and creative products, special handicrafts, and domestic "trend products", and optimize the layout and dynamic design of shopping and tax refunds.
The third is to strengthen publicity and promotion. Relying on foreign cultural and tourism institutions, travel agencies, online travel platforms, etc., we will strengthen the promotion of departure tax refund policies; support the promotion of overseas tourists gathering areas such as tourist distribution centers, tourist service centers, star-rated tourist hotels. We must not only promote China's beautiful scenery and beautiful life, but also vigorously promote China's good products and Chinese services. Fourth, optimize and improve relevant mechanisms. Strengthen business training for tour guides and related practitioners, and provide services related to shopping tax refunds for team tourists; combine it with promoting the facilitation of payment for inbound tourism, further strengthen work coordination and information sharing, improve the level of facilitation of payment and tax refunds, and promote the healthy development of inbound tourism. The Ministry of Culture and Tourism will take the release of this "Notice" as an opportunity to promote the formation of a good situation where inbound tourism and departure tax refund shopping promote each other.
