The National Administration of Disease Control and Prevention and three other departments recently jointly released the "2025 National Random Supervision and Spot Inspection Plan" in the field of medical and health. Compared with the 2024 plan, the 2025 plan will make adjustments in the scope of supervision, and add new regulatory areas such as Internet diagnosis and treatment, mental health, etc., and for the first time, it will clearly crack down on new types of illegal behaviors such as online "medical care providers" to further strengthen the governance of public health and medical order.

Specific spot checks include:

(I) Sanitation management of schools, public places, domestic drinking water supply units, products involving drinking water sanitation and safety (hereinafter referred to as water-related products), and tableware and drinking utensils and centralized disinfection service units.

(2) The implementation of occupational disease prevention and control laws and regulations by employers and occupational health examinations, occupational disease diagnosis and treatment institutions, and the practice of occupational health technical service institutions and radiation health technical service institutions in accordance with the law.

(III) Vaccination management, infectious disease epidemic reporting, infectious disease epidemic control, disinfection and isolation measures implementation, medical waste management, biosafety management of pathogenic microbial laboratories, supervision and random inspections, etc.

(IV) Production and operation of disinfection products.

(V) Practice and policy implementation in accordance with the law in medical institutions (including traditional Chinese medicine medical institutions, medical beauty institutions, and maternal and infant health care technical service institutions). Strengthen supervision and law enforcement in key areas such as medical expenses, out-of-hospital drugs purchased from hospitals and inspections, the use of high-value consumables, medical beauty, Internet diagnosis and treatment, clinical application of medical technology, mental health, etc., and severely crack down on illegal practices of medicine, fraud and insurance-related medical behaviors, issuing false medical certificates, illegal application of human assisted reproductive technology, forging and selling birth medical certificates, leaking or buying and selling patient medical information, conducting fetal gender identification and selective labor termination of pregnancy that is not needed by medical experts, online "medical guards", and "driving goods" to make profits through medical popular science.

(VI) Practice of clinical blood use in blood collection and supply institutions (including general blood stations, special blood stations and single plasma stations) and medical institutions in accordance with the law. The plan proposes that all localities complete the national random supervision and random inspection work before November 30, and disclose the results of the random inspection on time, and clearly require the publication of four types of results: "No problems found", "ordered to correct", "administrative penalties" and "unable to contact" to facilitate social supervision.
