Compared with the three standard management methods, the main contents of this revision are:

Covering the scope requirements and implementation requirements of standards in the three major fields of equipment technology, engineering construction, and transportation services, as well as process requirements at each stage of formulation and revision.

2. Clarify responsibilities. In accordance with the three set responsibilities of the National Railway Administration, the responsibilities of the Science and Technology and Legal Affairs Department of the National Railway Administration and various departments, as well as the railway industry standardization technical organizations (standard review agencies, standardization committees, and focal points) are further clarified.

3. Clarify the standard attributes of each field. According to the provisions of the "Standardization Law of the People's Republic of China" and the "Reform Plan for Deepening Standardization Work", the mandatory and recommended attributes of railway industry standards and railway national standards are clarified. 6. Optimize the standard setting process. Based on the practical experience in the establishment and compilation of railway technical standards in recent years, the specific procedures for standards solicitation, technical review and other stages have been optimized.

7. Add overall requirements for group standards and enterprise standards. In accordance with the "Standardization Law of the People's Republic of China", "Provisions on the Management of Group Standards", "Opinions on Promoting the High-Quality Development of Group Standards" and "Measures for the Promotion of Enterprise Standardization", the formulation and transformation of railway-related group standards and enterprise standards are stipulated. .

The "Measures for the Administration of Railway Technical Standards" contain a total of seven chapters and fifty-six articles. The main contents are:

Chapter 1 General Principles. It mainly stipulates the purpose and basis, scope of application and standard level, standard classification, standard attributes, main tasks of standard management, basic requirements for standard formulation and revision, scope of standard formulation and revision, technical requirements, standard internationalization, etc.

Chapter 2 Management Responsibilities.
