National standardization guiding technical documents are standardized technical documents that adapt to the rapid development of scientific and technological innovation and support the promotion and trial and spread of innovative technologies when relevant scientific research results do not meet the conditions for formulating national standards. They are an important supplement to national standards.
There are four innovative points in the "Management Regulations" revised this time: First, add file types. Drawing on internationally accepted practices, we will subdivided guiding technical documents into two types: norms and reports. New technologies that have certain application prospects but are still in development can be formulated as standardized guiding technical documents, and information information used for reference by all parties can be formulated as report-based guiding technical documents, enriching the way of transforming innovative technological achievements. Second, the registration system is implemented for project approval. After the technical committee evaluates the project proposal, the project information can be registered and the project approval will be no longer carried out to quickly start the development work. The third is to adjust the proportion of people who pass the technical review vote. The conditions for review approval shall be adopted if the conditions for the approval of two-thirds of the voting committee members are adjusted to more than one-half of the voter, with the purpose of increasing the supply of technical documents. Fourth, speed up the development speed. The time for soliciting public opinions will be shortened from the original 60 days to the 30th, and the period from project registration and drafting to approval will be shortened to within 12 months, so as to promote the accelerated issuance of technical documents.
After the publication and implementation of the "Management Regulations", it will broaden the channels for transformation of scientific and technological achievements, enrich the form of standard documents, improve supply efficiency, promote the construction of a standard system that leads the development of emerging industries, and help the rapid transformation of innovative achievements into industrial competitiveness.
