Building permanent basic farmland into high-standard farmland can effectively improve the comprehensive grain production capacity, and grain output can remain stable even in extreme weather and natural disasters.

Scientific planning is an important prerequisite for turning farmland into fertile land. The "Plan" clarifies construction standards, content, layout and partitions. Taking construction standards as an example, national standards highlight basic and general requirements, detailed specific requirements at the provincial level, and municipal and county levels formulate implementation rules. This can not only ensure the basic and universality of the construction, but also refine the requirements in accordance with local actual conditions, so that high-standard farmland construction has rules to follow. Reasonable planning can avoid the blindness and arbitrary nature of construction, improve construction efficiency and quality, and ensure that every piece of farmland can be scientifically and effectively transformed and improved.

Strict supervision is a key link in ensuring the quality of construction. To build high-standard farmland, we must not only build well, but also manage and use it well. The Plan puts forward clear requirements for this purpose. During the implementation of the project, it is necessary to standardize project construction procedures, improve project approval efficiency, and seriously investigate and deal with quality problems such as cutting corners and engineering fraud, as well as illegal and irregular behaviors in bidding; in terms of fund supervision, we must resolutely prevent problems such as allocation instead of spending, embezzlement and interception, and squeezing and misappropriation. Set up special sub-accounts for high-standard farmland construction funds to realize special account supervision, special account allocation, and special account settlement, and truly use funds on arable land; during completion acceptance, whether it meets the project design requirements, whether it can effectively improve the ability to ensure income from drought and flood, grain production capacity, as well as trial results, public satisfaction, etc. as important basis for acceptance. Only by strict supervision can we ensure that the quality of high-standard farmland construction is excellent and can stand the test of time and practice.

Operation and management are an important guarantee for ensuring that the fertile land continues to exert its benefits. The "Plan" clarifies the operation management and maintenance subject and maintenance model. From county-level governments that should regularly organize inspections and maintenance, support high-standard farmland operators to carry out daily operation and maintenance through independent investment and financing, purchase services, etc., to encourage the professional maintenance of highly technical facilities and equipment such as sluice gates, pump stations, and power facilities through government purchases or entrust industry institutions, to the use of sluice gates, pump stations, and power facilities, and then to the timely implementation of supplementary construction by law to ensure that the quantity does not decrease and the quality does not decrease, this series of measures has formed a comprehensive and multi-level operation and maintenance system, allowing high-standard farmland to always maintain a good operating state during long-term use, laying a solid foundation for stable and high-yield grain production.
