Li Chun, deputy director of the National Development and Reform Commission, introduced at the meeting that in recent years, the National Development and Reform Commission has vigorously promoted the application of credit information sharing. The national credit information sharing platform we have led has horizontally connected to 46 departments and vertically connected to 31 provinces (autonomous regions and municipalities) and the Xinjiang Production and Construction Corps, forming a network of national credit information interconnection. This purpose is to connect information islands and realize the interconnection, sharing and sharing of information. In the next step, we will focus on continuing to promote the development and utilization of credit information from three aspects.

First, lay a solid foundation for collection and sharing. During the investigation, the National Development and Reform Commission learned that for some data with high application value, repeated collections often occur, which increases the burden on digital sources, wastes a lot of resources, reduces efficiency, and affects the performance of data aggregation effect. In response to this issue, the National Development and Reform Commission will strengthen the "main hub" function of credit information collection and sharing of the national credit information sharing platform, unify the credit information in various fields, carry out quality and efficiency evaluation of credit information collection and sharing, and improve the level of information sharing.

Secondly, increase the efforts to manage data. Due to different data standards, incomplete fields, inconsistent update frequency, and inconsistent sharing methods, simply collected data are often not easy to use. The National Development and Reform Commission will focus on strengthening the source governance of data, improving the credit information standard system, establishing different data theme databases, accurately meeting different needs, and improving the convenience of data use.

Finally, promote the open circulation of data in an orderly manner. Only when data flows can the value of data elements be released to the greatest extent. On the one hand, the National Development and Reform Commission will rely on the national credit information sharing platform to share information with departments and local governments according to needs, provide credit information services, vigorously promote the sharing of public credit information, mutual recognition of credit evaluation and coordination of credit rewards and punishments among regions, and support the construction of a unified national market. On the other hand, the National Development and Reform Commission will formulate public credit information authorization operation management measures, open credit information to credit service institutions in accordance with the law, effectively cultivate the credit market, and develop and strengthen the credit economy. In addition, when enterprises "going out" and foreign-funded enterprises "bring in", they urgently need to understand the credit status of counterparty, which puts forward requirements for the cross-border circulation of credit information. The Guangdong-Hong Kong-Macao Greater Bay Area has conducted useful explorations in this regard. For example, Zhuhai City has established a cross-border credit service platform for Zhuhai-Hong Kong-Macao, focusing on the actual needs of cross-border market development, risk control, trade financing, etc. in enterprises in the three places, and providing enterprises with convenient, efficient and safe cross-border credit services. The National Development and Reform Commission will promptly summarize this experience, promote cross-border mutual recognition of credit products in an orderly manner, and effectively support high-level opening up to the outside world.
