The reporter learned from the Ministry of Commerce on March 26 that 80 pilot measures have been basically implemented.
In more than a year, a number of "first creations" and "first trials" have been carried out in the Shanghai Free Trade Pilot Zone. The first digital RMB cross-border payment business for aviation trade reinsurance premiums was implemented, and it was the first to carry out the pilot program of integrated domestic and foreign currencies of multinational companies, set up the Shanghai International Reinsurance Registration and Trading Center, and supported the Shanghai Data Exchange to build the first national data trading alliance chain, launch the international data trading board, and list and trade more than 100 data products.
A batch of reform pilot projects continue to deepen. The Shanghai government procurement cloud platform has launched a "benchmark reform window". Nearly 500 procurement projects have been implemented in accordance with the requirements of high-standard rules, and more than 200 projects have issued Chinese and English announcements. To deepen the reform of state-owned enterprises, improve the level of protection of workers' rights and interests, and promote green product certification, 52 enterprises have obtained 165 certificates. Build a standardized collaboration platform for foreign-invested enterprises to support foreign-invested enterprises to participate equally in the formulation and revision of standards.
A number of opening-up measures have been launched one after another. Accelerate the construction of international transit and assembly centers, implement the convenient customs clearance model of "pre-report, advance review, car passes when it arrives, and box is dismantled when it arrives", and shorten the time from transit goods to ship by 50%. Build a "single window" data exchange system for Shanghai's international trade, promote mutual recognition of imported inspection and quarantine measures, and take the lead in carrying out a pilot project for mutual recognition of Chile's cherry cold treatment temperature probe calibration data. With the global shipping business network as support to accelerate the application of electronic bills of lading, more than 240,000 electronic bills of lading have been issued.
A number of policies that benefit enterprises have been implemented one after another. Support enterprises to carry out bonded mixing and mixing business of high and low sulfur fuel oil, and have conducted a total of more than US$490 million in business. The policy of first-line customs clearance is applied to Shanghai Nangang. The bonded car transfers exceed 99,000 vehicles, saving about 50% of customs clearance time compared with the traditional filing model. We have continued to expand the opening of government data and have opened nearly 400 government data sets to the public. Promote the construction of commercial password detection and certification system, and issue three group standards, including basic requirements for privacy computing password applications, and 20 companies have obtained 56 commercial password product certification certificates.
He Yongqian, deputy director of the Port Construction Coordination Department of the Free Trade Zone of the Ministry of Commerce, said that in the next step, the Ministry of Commerce will work with relevant parties to continue to promote the full implementation of the pilot measures of the Shanghai Free Trade Zone, and further release policy dividends. For pilot measures that meet the conditions, they will be copied and promoted in a timely manner to other free trade pilot zones or across the country.
