CCTV News: On March 26, the rapid customs clearance of Fujian, Guangdong, Hong Kong and Macao was officially launched. Customs in the four places implemented real-time monitoring of transport vehicles through the application of the same electronic lock and satellite positioning equipment, realizing the "one vehicle to the end" of the truck throughout the whole process.

A transport vehicle carrying 2,638 cosmetics departed from Macau and arrived at the Haicang Port Comprehensive Bonded Zone after being supervised and released by Xiamen Customs, marking the official launch of the "cross-border lock" rapid customs clearance of Fujian, Guangdong, Hong Kong and Macao. The company's person in charge said that the company mainly engages in cross-border e-commerce import business. Compared with the traditional integrated customs declaration model, the "cross-border one lock" model can reduce the loading and unloading and inspection problems at ports, and can effectively improve transportation efficiency by about 50%, which can better match the high-time requirements of cross-border e-commerce.

"Cross-border lock" is a convenient cross-border transfer supervision model organically integrated with the "raft cross-border customs clearance" reform of the General Administration of Customs and the Hong Kong Customs' "Multi-mode joint operation cargo convenience plan". Under this mode, Fujian, Guangdong, Hong Kong and Macau cooperate in depth to implement real-time monitoring of transport vehicles through the application of satellite positioning devices, security and smart locks and other IoT devices, and automatically determine the arrival and verification of the checkpoints in the venue.

Hou Xiaoming, deputy director of the Xiamen Customs Port Supervision Department, introduced that "one vehicle to the end" and "one lock to the end", the port automatically and quickly inspect and release, saving about 8 hours on average, greatly improving the cross-border customs clearance efficiency of vehicles, promoting cross-border trade facilitation, serving Fujian, and better linking the development of the Guangdong-Hong Kong-Macao Greater Bay Area.
