Today (March 8), the second "Minister Channel" of the Third Session of the 14th National People's Congress was held in the Great Hall of the People, and Minister of Water Resources Li Guoying was interviewed by reporters.
Li Guoying said that in recent years, with the intensification of the impact of global climate change, extreme rainstorms and floods in my country have occurred frequently. The Ministry of Water Resources has anchored the goal of promoting the flood control safety system and capacity building, and actively promoted the construction of three systems.
The first system is the basin flood control engineering system. It consists of three elements:
The first element: reservoir. The purpose is to enhance the ability to actively regulate floods. At present, 94,877 reservoirs of various types have been built nationwide, with a flood control capacity of 185.6 billion cubic meters.
The second requirement: river channels and embankments. The purpose is to enhance the flood discharge or drainage capacity of rivers. At present, 325,000 kilometers of various river embankments have been built nationwide.
The third requirement: flood storage and retention area. The purpose is to store floods that exceed the river flood discharge capacity. At present, 98 national flood storage and detention areas have been built nationwide, with a water storage capacity of 109 billion cubic meters.
The second system is the rainwater situation monitoring and forecasting system. It consists of three lines of defense:
The first line of defense: meteorological satellites and rain measurement radar, responsible for monitoring and forecasting cloud rain.
The second line of defense: Rainfall Station Network, responsible for monitoring and forecasting the landing rain.
The third line of defense: Hydrological Station Network, responsible for monitoring and forecasting the water in the river.
The third system is the defense work system. It consists of three mechanisms:
The first mechanism: responsibility implementation. Anchor the key links of flood control targets and defense work, decompose responsibilities to the smallest unit, so that responsible persons at all levels can express their responsibilities, abide by their responsibilities, and fulfill their responsibilities.
The second mechanism: decision support. Through the digital twin platform, the risk impact of floods and the application plan of flood control engineering system are deduced in advance in the digital flow field.
The third mechanism: dispatching and command. Clarify the procedures for flood control decision-making, flood control instructions issued, flood control instructions and execution of flood control instructions at all levels to ensure that defense work is strong, orderly and effective.

Li Guoying said that my country's flood control safety system and capabilities are gradually improving, but the situation of extreme heavy rainstorms and flood disasters has not changed. During the 2024 flood season, 1,321 rivers across the country suffered floods. The water conservancy department issued 4,303 flood warnings in advance, issued 30,100 dispatching instructions of various types, and 6,929 large and medium-sized reservoirs across the country were invested in flood control and dispatching, intercepting and storing 147.1 billion cubic meters of flood water, reducing 2,330 cities and towns, reducing 16.87 million mu of arable land, avoiding 11.15 million people from evacuating people, ensuring the safety of lives and property of the people to the greatest extent, and minimizing the losses of flood disasters.
