A spokesperson for the Ministry of Commerce said on the 7th that the white paper "China's Fentanyl Substance Control" recently released a comprehensive and in-depth introduction to people from all walks of life and the international community on China's fentanyl subject control position, measures and achievements. The white paper fully demonstrates that the US imposes 20% tariffs on Chinese products on fentanyl as a reason is groundless and is a typical protectionism, unilateralism and bullying behavior. China urges the US to correct its wrong practices, view and deal with its own fentanyl problem objectively and rationally, and not to "pass the blame."
A reporter asked that the State Council Information Office recently released the white paper "China's Fentanyl Substance Control". What are the regulations of China on the export trade of predisposing drugs? What are the management regulations for the export of controlled fentanyl precursors? A spokesperson for the Ministry of Commerce made the above response.
The spokesperson said that China has established a complete legal system and management system for premature drugs, forming a legal system based on the "Regulations on the Management of Chemicals for Premature Drugs", and supported by the "Regulations on the Production and Operation License of Non-Drug Category Premature Drugs", "Regulations on the Purchase, Sales and Transportation of Premature Drugs for Premature Drugs", "Regulations on the Management of Import and Export of Premature Drugs for Premature Drugs", "Regulations on the Import and Export of Chemicals for Premature Drugs", and "Regulations on the International Verification and Management of Import and Export of Chemicals for Premature Drugs". The public security, commerce, emergency management, health, customs, drug supervision and administration departments shall supervise all aspects of the production, operation, purchase, transportation, import and export of pre-toxic chemicals in accordance with their duties.
The spokesperson introduced that China has listed five precursors of fentanyl substances, including 4-ANPP, NPP, and 4-AP, as precursors for toxicity production. In terms of export management, according to relevant laws and regulations, the Ministry of Commerce and the Ministry of Public Security have implemented strict export licensing approval and international verification of precursors of precursors of fentanyl substances. Before the Ministry of Commerce approves the export license, the Ministry of Public Security first sends a verification request to the competent government departments of the importing country through the "Pre-Export Notice System (PEN)" of the United Nations International Narcotics Control Bureau. After receiving the verification results of confirming the legality of exports from the Ministry of Public Security, the Ministry of Commerce shall apply for an export license for relevant enterprises in accordance with the law. During export, the customs department shall go through customs clearance procedures based on the company's application materials and the export license provided.
The spokesperson said that the Chinese government has issued the "Guiding Opinions on Establishing an Information-based Traceability System for Preventive Drugs Chemicals", promoting the establishment of a product labeling and traceability supervision system for preventive drug-based chemicals, realizing dynamic monitoring of all aspects of their production, operation, purchase, transportation, import and export, and actively prevent and resolutely crack down on illegal exports. At the same time, we will focus on giving full play to the role of industry associations, implement credit rating management, and promote corporate self-discipline.
