During this year's National People's Congress, the State Council will send more than 80 staff members to 35 National People's Congress delegations and 34 CPPCC sectors to attend, focusing on recording the opinions and constructive and innovative policy suggestions of representatives and deputies; at the same time, form a special working group to comprehensively sort out the opinions and suggestions of representatives and deputies, discuss and judge one by one, and immediately transfer to the government work report drafting group and relevant departments of the State Council to study and handle, and establish a ledger to strengthen tracking and supervision, and improve the efficiency of transfer response.

This year, responsible persons from various departments of the State Council will continue to listen to opinions and answer questions at the National People's Congress delegation meeting and the CPPCC sector consultation meeting. If the opinions and suggestions put forward by representatives and deputies can be explained and replied on the spot, they will try to respond and answer on the spot. If they cannot reply on the spot, they will also study them carefully after the meeting and provide feedback before the closing of the conference. The National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Commerce, the National Health Commission and other relevant departments of the State Council have selected professional backbone members with high comprehensive quality and strong professional capabilities to form a working team. Through the transfer of the State Council, dispatching personnel to attend on-site, and setting up hotlines, they carefully listen to the opinions and suggestions of representatives and deputies, and handle them efficiently and accurately according to the content to ensure timely response and efficient implementation.

Xia Xin, deputy director of the National Economic Comprehensive Department of the National Development and Reform Commission, introduced. Zhan Zhiwei, deputy director of the General Office of the Ministry of Finance, said that during this year's National People's Congress, the Ministry of Finance was led by the Ministry's leaders and sent more than 150 department-level cadres to the meeting to explain the content of the budget report and the hot financial issues in recent years, achieving full coverage of 112 representative groups of the 35 National People's Congress delegation.

Adjustment to the Two Sessions has become an effective way to listen to the people's voices and opinions, broadly build consensus, and improve work level. It is understood that during the 2024 National People's Congress and the Chinese People's Political Consultative Conference, the State Council staff formed 198 record drafts through on-site audits, sorted out 205 related briefings of the Two Sessions, formed a list of opinions and suggestions from representatives and deputies, and asked relevant departments to study and handle them.

Relevant departments of the State Council absorb the wisdom of representatives and deputies, and continuously improve the quality and pertinence of policy formulation: In 2024, the National Development and Reform Commission absorbed and adopted more than 600 opinions and suggestions from representatives and deputies in the research and formulation of various policies and measures; the Ministry of Industry and Information Technology adopted suggestions to promote the development of the artificial intelligence industry and issued 115 policies and measures; the Ministry of Finance steadily promoted the implementation of suggestions and proposals for optimizing the national scholarship system of colleges and universities and further strengthening financial and accounting supervision proposed by representatives and deputies; the Ministry of Commerce implemented representative suggestions in digital trade reform, innovation and development and other work; the National Health Commission adopted 589 opinions and suggestions from representatives and deputies, and issued 45 relevant policies and measures, effectively responding to people's livelihood concerns such as health management of COPD.

2025 is the year when the 14th Five-Year Plan is concluded and an important year for further comprehensive deepening of reforms. Staff from the General Office of the State Council and relevant departments of the State Council expressed that they will, with a highly responsible attitude, do a high-quality and efficient job in attending the Two Sessions and responding to the opinions and suggestions of representatives and deputies, further build consensus, gather wisdom, and form a joint force, and contribute their own strength to strive to complete the annual economic and social development goals and tasks and ensure the successful conclusion of the "14th Five-Year Plan".
