CCTV News: According to the website of the State Administration for Market Regulation, in order to strengthen the supervision and management of special equipment production units and inspection and testing institutions, the State Administration for Market Regulation organized the post-certificate supervision and inspection work of special equipment production units and inspection and testing institutions in 2024.

This supervision and inspection takes the form of "double random, one public", focusing on finding many problems from letters, visits, complaints, daily supervision and inspection, inspection and testing, appraisal and review, as well as units that self-declare and promise to exemption from review and renewal, postponement, and new evidence collection or renewal within the past 1 to 2 years. 100 special equipment production units were inspected, including 15 boiler manufacturing units, 5 boiler installation units, 8 pressure vessel design units, 20 pressure vessel manufacturing units, 12 pressure pipeline installation units, 30 lifting machinery manufacturing units, 6 elevator manufacturing units, and 4 large amusement facilities manufacturing units. The main problems found are as follows:

1. Resource conditions. The conditions for the employment of responsible personnel of the quality control system of some production units, the number of technicians, quality inspection personnel, and operating personnel cannot continue to meet the requirements of the licensing rules; personnel training and education, equipment, facilities, and venues cannot meet the licensing requirements, etc.

2. Critical processes and product safety performance aspects. Some production units have not appointed personnel responsible for quality assurance; the internal audit supervision mechanism is incomplete, the system documents are not revised in time; the welder does not have the corresponding qualifications, the welding material management, welding records and welding process assessment are incomplete; the non-destructive testing parts and proportions do not meet the requirements, and the inspection records are incomplete; the design documents and design task books are not sound; the purchased parts (parts) lack quality certificates; the completion materials lack the list of materials for pressurized components and the quality certificate of welding material; the excavation and backfill of pressure pipelines, compensator installation and other inspection records are missing or incomplete.

There are 26 special equipment inspection, testing institutions and inspection and testing personnel examination institutions, including 10 public pipeline inspection institutions, 9 elevator inspection institutions, and 7 special equipment inspection and testing personnel examination institutions. The main problems found are as follows:

1. Public pipeline inspection agency. The personnel in key positions in some institutions do not meet the employment conditions; the inspection report does not have corresponding inspection records; some inspection and testing equipment such as anti-corrosion layer insulation resistance measuring instruments are not calibrated; the problems found in the inspection are not rectified and confirmed, and the content of the risk assessment report is incomplete; the condition of the anti-corrosion layer is not excavated and tested in accordance with the requirements of safety technical specifications; no reporting system for serious accident hazards of special equipment is established, etc.

2. Elevator inspection mechanism. The number of in-service inspectors paid by the unit in some institutions is insufficient, and personnel in key positions do not meet the employment conditions; the approval certificate information is not promptly handled to change the procedures; personnel practice files are not established in accordance with the specifications; the original data of the elevator inspection test is collected and recorded incompletely, and the detection reproduction and transmission of quantity and value; the description of the non-compliance items of the memorandum is inaccurate, and the quantity and qualitative cannot be accurately determined.

3. Inspection and testing personnel examination institutions. The management system of some examination institutions is not sound; the work requirements for verifying application materials are not clearly defined in the examination system, operating procedures and other regulations; some practical examination items do not comply with the examination syllabus; the image records are not fully covered, clear and identifiable; the evaluation of the actual operation examination evaluation form does not meet the requirements, etc.

In response to the problems found, the State Administration for Market Regulation has cancelled the license qualifications of five special equipment production units in accordance with the law. The local market supervision department has issued safety supervision instructions to 35 special equipment production units and inspection and testing institutions, ordering them to make rectification within a time limit.
