Under customs supervision, you can go directly to the apron to complete the pick-up procedures, and you will no longer need to enter the customs supervision warehouse. The time to arrive at the bonded warehouse has been reduced from more than 20 hours to 4 hours, which shortens the pick-up time and significantly reduces the logistics costs of enterprises.

The "direct lifting of the apron" model is a vivid example of Xinjiang's bold innovation and precise service to the actual needs of enterprises in foreign trade development. In recent years, Xinjiang has fully utilized its location advantages to promote the steady and positive development of foreign trade. From 2022 to 2024, the total value of Xinjiang's foreign trade imports and exports has continuously exceeded 200 billion yuan, 300 billion yuan and 400 billion yuan, and has crossed three trillion yuan steps in three years, showing a strong development momentum.

The impressive data cannot be separated from the strong support of policies. In recent years, Xinjiang has successively introduced several measures to support the stable development of foreign trade, the "State of Port Construction Plan for the Xinjiang Uygur Autonomous Region (2023-2026)" and other a series of policy measures, providing solid guarantees for the development of foreign trade. Especially since the establishment of the China (Xinjiang) Pilot Free Trade Zone, innovative measures have been continuously put in place. In 2024, 129 reform pilot tasks of the Xinjiang Free Trade Pilot Zone were fully launched, of which more than 80 have been implemented and phased results have been achieved. Among them, the implementation of bonded aviation oil refueling has become one of the landmark achievements in the construction of the Xinjiang Free Trade Pilot Zone. Up to now, 16 domestic and foreign airlines have settled in, 15 international cargo routes have been opened, and a total of 38,000 tons of bonded airline fuel have been added.

In order to further improve the fuel supply efficiency of international flights, a new bonded supervision model of "two warehouses in one" has been implemented in Xinjiang recently. "Two warehouses in one" means that an oil tank has the functions of bonded warehouses and export supervision warehouses at the same time. Bonded aviation oil and non-bonded aviation oil can be stored mixed without the need for transfer of warehouses. "The new model has significantly improved the comprehensive utilization rate and oil supply efficiency of oil tanks, saving the company's operating costs and construction costs." Policies are still innovating. As an important window for China's cooperation with Central Asia, the Tacheng Baktu Port has explored new paths in the transformation and development of border trade between residents. The accumulation of institutional innovation has significantly improved the level of trade facilitation. The "local direct access" model in Kashgar area was successfully implemented, and the overall customs clearance time for exports was reduced by 70%; the Horgos area implemented the "port direct access" model for exporting agricultural and sideline products, and the customs clearance time of bicycles was saved by more than 40%; the Urumqi area pioneered the joint supervision model of "port + unloading place" for imported copper concentrate, and the processing time from port entry to factory entry was shortened to 2 to 3 days...
