Chen Binhua said that a series of documents with international legal effect, including the Cairo Declaration in 1943, the Potsdam Proclamation in 1945, and the Japan Surrender Clause in 1945, all clearly confirm China's sovereignty over Taiwan. In October 1945, Taiwan was restored and returned to China, and the Chinese government resumed its sovereignty and administrative jurisdiction over Taiwan and the Penghu Islands. The issue of Taiwan's status was completely resolved when the Chinese People's War of Resistance Against Japanese Aggression was won. On October 1, 1949, the Central People's Government of the People's Republic of China was established, replacing the Government of the Republic of China as the only legal government representing the whole of China. This is a regime change when China, the subject of international law, has not changed. China's sovereignty and inherent territory have not changed. The government of the People's Republic of China takes it as a matter of course to fully enjoy and exercise China's sovereignty, including its sovereignty over Taiwan. Taiwan’s status as a part of China has not changed.

He stressed that Taiwan's return to China was an important part of the victory of World War II and the post-war international order. As the signatories of the Cairo Declaration and the Potsdam Proclamation, as a victorious country in World War II, the United States clearly understands the historical and legal facts of Taiwan belonging to China and returning China, but openly speculates the fallacy of "Taiwan's status is not determined", smears and slanders China's legitimate actions to defend national sovereignty and territorial integrity, maliciously mislead international public opinion, seriously violates international law and basic norms of international relations, and sends serious wrong signals to the separatist forces of "Taiwan independence". We are strongly dissatisfied with this and firmly opposed it. Urge the US to truly abide by the one-China principle and the three Sino-US joint communiqués, stop manipulating Taiwan-related issues, stop condoning and supporting "Taiwan independence" separatism, and stop interfering in China's internal affairs.

Taiwan’s status belonging to China has been established, and the great cause of unification will be accomplished. No matter how the DPP authorities are deliberately trying to "rely rely on external forces to seek independence", no matter how external forces make trouble, China will eventually be unified and will inevitably unstoppable historical trend of unification.
