Today (May 8) at 10:00, the State Council Information Office held a press conference. At the press conference, Wang Ruihe, deputy director of the Legislative Affairs Committee of the Standing Committee of the National People's Congress, said that the Law on Promotion of the Private Economy is not only a special law on the development of the private economy, but also an important law on building a high-level socialist market economic system. It is both a promotion law and a guarantee law. It has rich content, outstanding characteristics, and powerful measures. Specifically, the characteristics and highlights of this law can be summarized from four aspects:

First is to highlight ideological guidance. The Private Economy Promotion Law adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implements Xi Jinping's economic thoughts and Xi Jinping's thoughts on the rule of law, and stipulates that the work of promoting the development of the private economy should adhere to the leadership of the Communist Party of China, adhere to the people-centered approach, adhere to the socialist system with Chinese characteristics, and ensure the correct political direction of the development of the private economy.

The second is to insist on treating equally. The Law on Promotion of Private Economy emphasizes adhering to the principles of equal treatment, fair competition, equal protection and common development, promoting the development and growth of the private economy, and ensuring that private economic organizations and other economic organizations enjoy equal legal status, market opportunities and development rights with other types of economic organizations in accordance with the law. A total of 26 places have used the expressions of "equality", "fairness" and "equal", and the principle of equality is integrated into all aspects of the entire process of promoting the development of the private economy.

The third is to strengthen legal guarantees. The Private Economy Promotion Law adheres to strict, standardized, fair and civilized law enforcement, strengthens the protection of the legitimate rights and interests of private economic organizations and their operators, encourages, supports and guides the development of the private economy in accordance with the law, and plays the role of law in consolidating the foundation, stabilizing expectations, and benefiting the long-term.

Fourth, pay attention to problem-oriented approach. The Private Economy Promotion Law addresses the prominent problems and weak links in the development of the private economy, fully absorbs the results of reform and practical experience, refines and improves relevant institutional measures in a targeted manner, give full play to the decisive role of the market in resource allocation, and better play the role of the government.
