Recently, the General Office of the CPC Central Committee and the State Council issued the "Special Action Plan to Boost Consumption" (hereinafter referred to as the "Plan") to take the "Action to Improve Quality and Benefit the People" as an important part, and deploys measures to boost consumption from elderly care to childcare to culture, sports and tourism. Service consumption is increasingly becoming the "new engine" for urban and rural residents to optimize consumption structure and promote economic growth in my country.

Since last year, the country has introduced a series of policy measures to release the potential for service consumption. The "Opinions of the State Council on Promoting the High-Quality Development of Service Consumption" put forward 20 policies in 6 aspects and makes comprehensive arrangements for promoting service consumption. Practice has proved that consumption such as cultural and tourism consumption, ice and snow tourism, and national trend IP are booming, becoming a new growth point for my country's economic development, injecting new impetus into high-quality economic development.

Compared with the purchase of goods as the main form of physical consumption, service consumption is expected to become a new source of driving force and stability anchor to drive economic growth. This is because service consumption involves many consumption scenarios, long chains, higher added value, and has a significant multiplier effect. Data shows that the proportion of service-oriented consumption expenditure in my country's per capita consumption expenditure has increased from less than 40% in 2013 to more than 46% last year, and the growth rate of per capita service consumption expenditure for residents is higher than the growth rate of per capita consumption expenditure for residents. This means that in terms of vigorously boosting consumption and expanding domestic demand in all aspects, there is great potential for developing service consumption.

Boosing service consumption is naturally inseparable from "increasing income and reducing burden". Fundamentally speaking, increasing residents' disposable income and enriching their family's "wallet bags" are the general prerequisites for stimulating residents' consumption. We can continue to promote residents' "income increase" by providing more jobs and broadening channels such as property income. At the same time, by increasing the intensity of childbirth and nurturing security, strengthening educational support, and improving medical and pension security capabilities, we will support the growth of residents' consumption capacity.

In March 2025, the job fair held in a certain place was developed for service consumption, requiring us to focus on promoting the supply-side structural reform of service consumption, guide and encourage enterprises, social organizations and individuals to actively respond to the requirements of "improving consumption conditions and innovating consumption scenarios", focus on meeting residents' diverse and different levels of consumption needs, provide more consumer services with rich experience and reliable quality, fully tap and expand the potential of the service consumption market, promote innovation in service consumption scenarios, business format integration, and industrial agglomeration, drive consumption growth with high-quality services, and better meet the pursuit of a better life by urban and rural residents.

At present, my country's economy continues to recover and improve, fully expanding new development space for serving consumption is of far-reaching significance for meeting people's needs for a better life, promoting industrial upgrading, promoting economic momentum transformation, and even promoting social governance services. All regions and departments should, as soon as possible, seek advice from the people and needs in accordance with the requirements of the "Plan", formulate specific and feasible work measures, take the development of service-oriented consumption as an important starting point, continuously meet residents' service consumption needs, and help high-quality economic development.
