The conditions for handling the resignation withdrawal business after optimization and adjustment are: if the registered employees of this province terminate or terminate their labor relationship with the unit, suspend their housing provident fund and urban employee pension insurance in our province for more than 12 months, and have not continued to pay housing provident fund in other provinces, they can apply for resignation and cancellation of their housing provident fund account balance. The conditions for resignation and withdrawal of employees who are not registered in this province remain unchanged.

Among them: those who are not registered in this province should be suspended for more than 6 months, and those who are registered in this province should be suspended for more than 12 months. Housing provident fund payment includes normal remittance payment, full remittance payment, difference remittance payment and other payments, and does not include forced remittance payments for administrative law enforcement and rights protection, and remittance payments after resignation. If the employee's account is normal and the unit has applied for deferred payment of housing provident fund, the deferred payment period shall not be included in the time when the employee's housing provident fund is suspended.
(2) Standards for determining the time of suspension of pension insurance for urban employees. The suspension time for urban employee pension insurance starts from the time when the employee pays the last urban employee pension insurance to the day of applying for resignation and withdrawal, the start and end time should exceed the specified number of months. Among them: those who are not registered in this province should be suspended for more than 6 months, and those who are registered in this province should be suspended for more than 12 months. If the employee’s account is in normal status and the unit has applied for deferred payment of pension insurance, the delayed payment time shall not be included in the time when the employee’s pension insurance is suspended.
(III) Urban employees’ pension insurance refers to pension insurance paid for employees by state organs, state-owned enterprises, urban collective enterprises, foreign-invested enterprises, urban private enterprises and other urban enterprises, institutions, private non-enterprise units, social groups and other units, and does not include pension insurance paid in an individual capacity.
