In order to promote the healthy development of artificial intelligence and standardize the generation of synthetic content logos of artificial intelligence, the State Internet Information Office and other four departments recently jointly issued the "Measures for the Generation of Synthetic Content Logo for Artificial Intelligence". It is reported that the Measures focus on the key points of "generating synthetic content identification" of artificial intelligence, remind users to identify false information through logos, clarify the identification responsibilities and obligations of relevant service entities, and standardize the identification behavior of each link of content production and dissemination. It will come into effect on September 1, 2025.
A relevant person in charge of the National Cyberspace Administration of China said that in recent years, artificial intelligence technology has developed rapidly, providing convenient tools for the generation of synthetic text, pictures, audio, video and other information. Massive information can be quickly generated and synthesized and disseminated on the Internet platform. While promoting economic and social development, problems such as the abuse of generative synthetic technology and the intensification of dissemination of false information have also aroused social concern. The Cyberspace Administration of China has formulated measures in conjunction with the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration of Radio and Television to further standardize the identification activities of artificial intelligence generation and synthetic content.
The method proposes that artificial intelligence generates and synthesizes content refers to text, pictures, audio, video, virtual scenes and other information generated and synthesized using artificial intelligence technology. Artificial intelligence generates synthetic content identifications including explicit and implicit identification.
A relevant person in charge of the National Cyberspace Administration of China introduced that the method clearly states that the service provider should add explicit identification to the generated synthetic content such as text, audio, pictures, video, virtual scenes, etc. When providing functions such as downloading, copying, and exporting the generated synthetic content, it should ensure that the file contains explicit identifications that meet the requirements; implicit identifications should be added in the file metadata that generates the synthetic content.
In addition, no organization or individual may maliciously delete, tamper, forge or conceal the generated synthetic content logos stipulated in the Measures, shall not provide tools or services for others to commit the above malicious behaviors, and shall not damage the legitimate rights and interests of others through improper identification.
