Xinhua News Agency, Beijing, March 10th. The presidium of the Third Session of the 14th National People's Congress held its third meeting in the Great Hall of the People in Beijing on the afternoon of the 10th.

According to the commission of Zhao Leji, executive chairman of the presidium, Li Hongzhong, executive chairman of the presidium, presided over the meeting.

The meeting should be attended by 176 people, 172 people attended, and 4 people were absent, and the number of attendees met the quorum.

On the morning of March 9, the delegations carefully reviewed the draft decision on amending the Delegation Law of the National People's Congress and the Local People's Congresses at all levels. The National People's Congress Constitution and Law Committee reviewed the draft decision based on the review opinions of each delegation and put forward a voting draft decision. The presidium heard a report on the amendment of the draft decision of the National People's Congress Constitution and Law Commission on amending the Representative Law by Xin Chunying, Chairman of the National People's Congress Constitution and Law Commission. After voting, the meeting passed the above-mentioned report and draft decision, and decided to submit the voting draft decision on the amendment of the Representative Law to the plenary meeting of the Congress for voting.

On the afternoon of March 8 and the morning of the 10th, each delegation carefully reviewed the work report of the Standing Committee of the National People's Congress. The representatives fully affirmed the work of the Standing Committee of the National People's Congress in the past year and expressed their approval for the work arrangements for the next year. During the deliberation, the representatives put forward some opinions and suggestions on the report and the work of the National People's Congress. The Chairman's Meeting carefully studied the delegates' deliberation opinions and revised the report. Based on the deliberation opinions and revisions of the report of the representatives, the Standing Chairman of the Presidium recommended to approve the work report of the Standing Committee and draft a draft resolution on the work report of the Standing Committee. After voting, the meeting decided to submit the draft resolution of the Third Session of the 14th National People's Congress on the Work Report of the Standing Committee of the National People's Congress to the delegations for deliberation.

The representatives fully affirmed the work of the Supreme People's Court and the Supreme People's Procuratorate in the past year and expressed their approval for the work arrangements for the next year. The Supreme People's Court and the Supreme People's Procuratorate carefully studied the deliberation opinions of the representatives and the opinions of relevant parties, and revised the report. Based on the deliberation opinions and revisions of the representatives, the Executive Chairman of the Presidium recommended to approve the work report of the Supreme People's Court and the work report of the Supreme People's Procuratorate, and prepared two draft resolutions on the work report of the Supreme People's Court and the work report of the Supreme People's Procuratorate. After voting, the meeting decided to submit the two draft resolutions to the delegations for deliberation.

The meeting heard a report from the Secretariat of the Third Session of the 14th National People's Congress on the handling of the proposals submitted by Liu Junchen, Deputy Secretary-General of the Congress. Liu Junchen said that by 12:00 on March 8, the Secretariat of the Congress had received a total of 269 proposals, including 26 proposed by the delegation and 243 proposed by more than 30 representatives. Among these bills, there are 268 related legislation and 1 related supervision. The content mainly focuses on: improving the people's democratic system throughout the process to ensure that the people are masters of their own affairs; improving the socialist market economy system and improving the system and mechanism that are conducive to promoting high-quality development; building a system and mechanism to support comprehensive innovation, and coordinating the reform of the system and mechanism of education, science and technology talents; building a socialist cultural power, and promoting the modernization of coordinated material civilization and spiritual civilization; adhering to the people first, and improving the system system for guaranteeing and improving people's livelihood; focusing on promoting green and low-carbon development and improving the legal system of ecological civilization; comprehensively implementing the overall national security concept, improving the national security system and public security governance mechanism; strengthening the construction of foreign-related rule of law, and improving legislation in foreign-related fields. The Secretariat of the Congress carefully analyzed and studied the bills put forward by the representatives one by one, and believed that there were no bills that needed to be included in the deliberation of this meeting. The Secretariat of the Congress suggested that the proposals proposed by the representatives should be handed over to the relevant special committees of the National People's Congress for review. After the relevant special committees reviewed the above proposal, they submitted a report on the review results to the Standing Committee of the National People's Congress. After being reviewed and approved by the Standing Committee of the National People's Congress, they issued the Fourth Session of the 14th National People's Congress. The Secretariat of the Congress put forward the following suggestions on the deliberation of representative proposals and related work: implement the Party’s leadership in all aspects and processes of legislative work; adhere to the unity of reform and the rule of law, and better play the positive role of the rule of law in eliminating resistance to reform and consolidating reform results; deepen the promotion of scientific legislation, democratic legislation, and legislation in accordance with the law, and improve the quality of legislation; improve the system and mechanism for connecting with representatives, and continuously expand the representatives’ participation in legislative work.

After voting, the meeting passed the report of the Secretariat of the Third Session of the 14th National People's Congress on the handling of the proposals submitted by the representatives.
